I belive it should not be related to population. We need more a manageable CCM with Pro-active and knowledgeable people. The size as our other frineds says should be enough to have diveristy of ideas and fair representation but at the same time workable. Here in Afghanistan, we also have a huge one....

We experienced two problems according to size a) proper representation b) quorum when it comes to decision taking. The CCM should be effective and manageable which means lean and mean.
