    Community systems strengthening (CSS)

    The fact sheet on CSS states the following as an example of building capacity of the core processes of community-based organisations:
    > Physical infrastructure development including obtaining and retaining office space...
    Are construction projects eligible under this category? For example, a CBO has obtained land and is proposing to construct a multipurpose care centre for OVC which will include office space, a community counselling service, a daycare centre, an vocational training centre (tailoring, carpentry, art training, etc.), a cyber café and a community library. This would serve both as a space for providing holistic care and support to OVC and as a means of income generation for the organisation itself (cyber café, daycare...) thus ensuring the sustainability of its programmes.

    Dear Ms Tchwenko,

    Thank you kindly for your enquiry.  Typically, the Global Fund is not able to support the construction of “large infrastructure projects (such as the construction of hospitals and other large investments”)”.  This exception to providing support for infrastructure is explained in Annex 3 to the Round 8 Guidelines for Proposals.  This is because the Global Fund is seeking to rapidly disburse additional funding to help countries make a difference to disease outcomes, and infrastructure/construction projects often take a very long time.  However, it is for the CCM of your country to decide whether you think that care centre is, or is not, a “large infrastructure project”.  If you do not think it is, then perhaps the CCM will decide to include this in the proposal.  If it is included in the proposal, we encourage the CCM to make sure that the care centre project is very well explained, all unit costs are very detailed, and that the item can be clearly separated from other interventions in the proposal, should the TRP decide that the proposed care centre is not technically appropriate in all the circumstances.  We regret that we cannot provide any indication on whether or not, in the particular circumstances of your country, such a care centre is appropriate – as this very much depends on the rationale provided in the proposal.
