To a more effective the Global Fund. To me community and civil society can be play the best possible role in awareness raising and prevention activities, as they are closer and have good relations with people and communities. However, they need some sort of support which they usually don't get from large organizations. These don't consider the small and community organizations' commitment, and rather look for the so called sustainability. As I can express from my experience since I have been working in this field for the last 15 years with last 5 years in grassroots organizations. When our organization, TREE asked for support they asked if we had any donor experience as an organization- if every one asked for previous experience, how can a small organization gain experinence ? So my opinion is to look for the leader's commitmnet to the society and the organzation, for further funding support.
