To, CCM(CHAIRMANSHIP) An effective constituency group as a CCM chair-position should develop CCM redressal system with integration of national agencies,state agencies& municipal agencies. CCM redressal system could be effective in minimizing risks & inconvenience of an affected population,people living with the diseases & reducing mortality& morbidity. CCM redressal system with socio-regulatory framework could increase community based CSS efforts& more CSO/NGO accessibility in difficult & heterogeneous situation . Constituency group with CCM redressal system could motivate &influence various GF implementers& constituency stakeholders for effective contribution in constituency ethical review/proposal mechanism,.Constituency ethical review mechanism provided by constituency group could be considered as most effective CCM chair. There are different government entities represented in CCMs which have stakes in GF financial grant. Some are PRs like ministries of health and  AIDS secretariats. There are also members of CCM that contribute directly or indirectly in designing, implementing and oversight of GF funded national programmes. These are ministries of finance and economic development, and labor and social affairs and research institutes etc. There are merits and demerits for these government entities taking the chairmanship of CCMs. The merits are that they are well respected and heard by the donor community, usually confident in themselves and strong decisions-makers whether bad or good. Because of these and other merits, they could keep CCMs physically intact and disciplined. 

The demerits are related with handling conflict of interests and in underestimating the role of other members especially those coming from CSOs. The role of CCM members from CSOs with regard to their functions in programme planning, management and oversight are usually underestimated by government bodies which very often consider themselves as better knowledge-based, better capacitated with financial, human and organizational resources and have much higher geographical and population coverage than the CSOs. Because of this, they often tend to bully the CSOs and other members of CCMs. However, if the government entities are represented with genuine democrat technocrats, the case will be quite different. 

The constituency groups that may be considered for the CCM chair would be the NGO consortiums which have knowledge and experience closer to the government entities, represent a broad range of constituencies and are committed to achieving the objectives of both the government and GF. The NGO groups therefore have to be represented at CCMs by high level, proactive and vibrant technocrats that are able to build strong teams and institutionalize healthy team spirits in the CCMs. These must be individuals who can make cases, and argue strongly and confidently for the cases they have made. This is said because; CSOs tend to be represented by individuals with limited technical and managerial capacity, and by those who have lack of confidence in themseleves and their institutions and are often constrained by the use of the official languages of the CCMs which most usually are either English or French.

I THINK THE CRITERIA FOR CHAIRMANSHIP SHOULD BE BASED ON WHO IS REALLY QUALIFY TO DO THE JOB FOLLOWING THE GUIDELINES SET BY THE GLOBAL FUND.I ALSO THINK THAT  IF THE GOVERNMENT OF A COUNTRY IS COMMITTED,IT WILL FULLY SUPPORT WHO EVER IS THE CHAIRMAN IRRESPECTIVE OF WHETHER HE IS FROM THE CIVIL SOCIETY OR AN NGO.

To, CCM(CHAIRMANSHIP) According to country's constitutional status,an effective constituency group as a CCM chair-position should provide specific monitoring &evaluation in states/regional& district levels with heterogeneous conditions or govt's inability to counter specific diseases situation, less CSO/NGO participation & make social mobilization. Constituency group should make an arrangement for country proposal objective accomplishment within quicker timeframes& grant implementation. Constituency group should inform public & an affected population for work , proposal progress& should provide constitution& structural changes in health system strengthening for addressing specific issues& align national program . If countries health system& community system have less national effective addressing framework& health standards then constituency group should provide policy& procedure based on allocation,mobilization,predictability,rehabilitation,accountability, services& capacity building to all implementers & CCM components. CCM chairmanship is a key position in the management of GF grants. Due to this, I believe that this position should not be in the hands of government officials. The CCM chairman should be a leader identified democratically by the CCM members, in open and transparent elections. These elections should be monitored by an independent audit, ensuring that the initial criteria was fulfilled. The possibility of having a CCM chairman from the civil society should be always analized. Civil society members of the CCM should organizae themselves and propose an unifying figure, that can be accepted by all parts, even if government representatives can be reluctant to this alternative. It is very important that the CCM chairman ensures that CCMs are democratic environments in which lively and open discussions are held.

CCM Chair should be chosen in regard to the policies and procedures in place.The person should be chosen or elected by the members instead of hand picking which would beget complacency.Of course the person should have the SKAs required for the position.In addition it should be rotational...the holder should only be there for a given period of time...preferably not more than two years.I do not dismiss government officials,but governments are known to be too bureaucratic and rhetoric with elusive commitment to actions...usually with fluid implememtation of strategies they themselves have put in place,let alone the GF ones.

In short...the person should have the essential SKAs and commitment to action, a performer who is result oriented,regardless of whether they are in government,CSO sector or other,as long as it is within the laid down and acceptable framework... of the GF...Let the people decide...

The CCM chairmanship, the government have a high risk and responsibility in implementing the global funds programme. The objectives and goals should be in accordance with the GF and it have coincidence with the national health project and budget there may be some be some delay in the implementing process due to proper orders from top to other immediate in chargers to implement the programme. This process may not be a transparent in acceptance and selection of the PRs/SR/CSOs/etc. the CCM must have a high experience and with all infrastructucs   to implement the GFs programme.

       To enable to implement the GF programme, the CCM should have pucca effective  infrastructucs mechanism, if the government, it is having better infrastructucs and proper implementation as bar GFs guidelines with the appropriate timeframe.

CCM Chairpersonship should not be dictated by anyone. The membership of the CCM should be allowed to elect its own Chairperson and vice Chairperson. This is the best democratic way of running CCMs. However, what is only needed is to make sure that the CCMs are gender sensetive starting from the Chairperson and the Vice Chairperson. If the Chairperson is a woman, then the vice Chairperson should be a man.  

To, CCM(CHAIRMANSHIP) Regarding most effective chair of a CCM,constituency groups should be transparently address integration of all components in CCM i.e.NGO/FBO/CBO/CSO/ministries/dept,provision for decentralisation, follow CCM performance framework standard& criteria,clear definition of CCM objectives,limitation,national context consideration by constituency group,clear distinction between specific organisation interest& implementers rights. Determination of policies, procedures & strategy by specific constituency group should corresponds to the country objective proposal& national planning. An effective constituency group as CCM chair position should develop diseases& CSS specific committees,policy of preventing conflict of interest based on VC,PR,OPR,SR,&agents selection process deliberation &oversight. All kinds of communication should be clear,written agreement&contract, clear norms in terms between CCM constituency & implementers.
