There may be laid down rules by the Fund in governing CCM in various countries, but these rules are not considered in most countries where there is monopoly by the authrity concerned.

Dear All,
It's another International AIDS candlelight memorial on may 17th 2009,as we all remember those that died of AIDS.
I also ask that we also pray for all of us committed in this work in our various communities and let you know that I will be receiving an Award of Excellence in HIV/AIDS and Community Development in Imo State of Nigeria on 17th may 2009.

To, CCM(Governing rules) In no.of developing Asian &African countries,preparation of technical review proposal has still required specific induction training for CCM members in existing CCM models.Induction training might be differ in different socio-tehnical& economical environment countries. This kind of training should be based on GF principles& community system strengthening.Discussion e-forum based upon technical review proposal could detail need of induction training for various components of country's CCM functioning. In preparation of country proposals & implementation of program GF capacity development support component should involve national health system including public & private ,independent evaluation. Representation of above sectors might differ in evaluation,standards & implementing approaches.In developing countries ,evaluation degree of health services research approaches including bio-medical research, intersectoral research,could be determining factors of capacity development support of technical assistance. In GF framework document,GF principles have included country's proposals for international health financing,high quality proposals formation is not possible in less GNP ,less awareness of technology, less resources,countries in implementation of GF program. For proposals development technical assistance could give technical priority associated with available resources.Technical assistance might differ & more detailed in access of health services across the social.economical,& geographical expanse of many developing countries.Possible obstacles in the form of (lack of quantitative- methods) including cost-effective models ,lack of network,communication& international standard of information sharing e.g. GF program evaluation& review technique could expand needs of sub-recipient technical assistance. To , CCM(Governing rules) New CCM members i.e. Govt/ministry/dept/education/research& multisectors,should be trained,according to CCM governing rules for understanding country's proposal mechanism,technical review proposal,determining & implementing factors of grant funding. Country's health ministry& finance ministry have specific expertise addressing in specific country's constitutional addressing. GF products& services could integrate through technical review proposal.For understanding of technical review proposal, training should be essential for new CCM members within/outside ministry& govt for international health guidelines,international standard of technical approache4s,bioprocess,drug delivery system,cheaper treatment in less GDP countries based on GF principles/content/process. Training should also be mandatory for financial components i.e. balanced manner,funding decision,distribution of funding,& expenditure for PR&OPR. To, CCM(Governing rules) Specific country's available GF communication& its integration with sociotechnical& socio-logical acceptability factors could ease CCM members program implementation on CCM governing rules. Regarding learning from information sharing within CCM & as stakeholder could be institutionalize in existing CCM models, institution form of learning could provide more accessible plateform for civil-society & inclusive social structure according to CCM governing rules.Discussion e-forum based upon facilitating communication in developing countries could detail advantage of information sharing. Though various alternative media are available for mass& group approaches in developing countries.Apart from alternative media, audio-visual aids e.g.visual aids (leaflets,posters,models etc) might be useful in enhancement of communication.Audio-visual aids should include knowledge of advantages & disadvantages ,prevention strategies,support services& treatment. Indigenous media could play an important role in mass communication, participation with govt,public,private,civil-society,& community structure with information system could be useful in addressing an important communication development issues, community system strengthening ,coverage & implementation issues. Integration of GF at indigenous level in developing countries could improve communication within countries-issues office, counselling centers& their integration with national information, rural information centers,satellite mechanism for regional participation,could enhance understanding of GF & its financing for community & affected population in developing countries. Above integration might be suitable in less socio-technical developing countries where GF country offices & mechanism are not available. Through indigenous media e.g. auditory aids,visual aids could clearly define process & practices of basic health education in developing countries where information infrastructure,internet, networking technology,telecmmunication are not available for mass & regional approaches. To, CCM(Governing rules) Regarding information sharing within CCM & learning from information sharing,these aspects could not define consistent CCM addressing governing rules.Though information sharing & communication are essential for regular cotact within CCM for CCM members in GF program implementation e.g. survey to better understand various stakeholders information sharing& communication needs& challenges in relation to GF activity,but learning from information sharing could not give permanent foundation of governing rules.Discussion e-forum could detail needs of international standard information sharing. Regarding strategic ways to improve communication between GF implementers across countries & regions,kind of communication tools,alternative media ,indigenous media,extended networking discussion of stakeholders worldwide,partnership forum,country mechanism could comprehensively define various contributions, implementers objectives,need of partnerhip in various countries at regional level. Above available communication of GF technological approaches, socio-cultural acceptance of GF products & services,domestic industry §ors support for GF mechanism,socio-economical& enterprizes approaches for GF implementation coverage could give effective mechanism implementation in various countries. From collaboration standpoint GF has round/meetings framework for potential donors & regional mechanism ,this framework could be expanded by inclusion of international standard of information sharing . Dear Najibullah, nice to know that at least afgan has these documents? however, the question is same- who will tie the bell? yes, the problem is same everywhere. In nepal, we have TOR and Rule of buisness for CCM funciton. recently we endorsed code of conduct. Can you send me all these policy documents of ccm governance in afganistan. i also request for provide email contact of ccm coordinator in your country. thanks

Afghan CCM has a set of governing rules; constitution, governing manual and secretariat operational manual. However, the question is: Does each member know about the rules and follow them? If we look into the CCM and its operation; it becomes obvious that members do not have the same goals. Personal and organizational interests negatively affect CCM performance.

Dear my global fund’s e-forum members,
The CCM governance, each and every nation various from its implementation, objectives and expected out comes. But the ultimate aim of the my global fund is to fight against HIV/AIDS, malaria and tuberculosis. The country like India, population strength ratio is more than its total area and living in rural villages the CCM in India, do not intimate their roles about this programme implementation agency. Because, the CCM in India is a government body which have to act as per the persons who are in power. There is no transparency in framing rules selection of global fund’s partners, orientation training and etc.
Global fund’s round nine (9) application have not been approved by the CCM India the members of the CCM are doing power politics in selection and implementation of the my global funds programs what I suggest ids, the CCM and the members have to be a transparency character, mercy to other implementing agencies and respectful and responsible anything. Transparency, faithful, flexible and confident should be a character of the CCM members.

To, CCM(Governing rules) In GF mechanism implementation,specific country's CCM should have governance manual which should consists of definition of work& responsibility,accountability& objectivity of CCM members. Specific country CCM governance manual process & development should depend upon existing acceptable CCM models i.e. public sectors, multisectors,NGO/FBO,private sectors,single recipients,public sector/ civil-society,UNDP,South-African ,state& multilateral.According to national&social expectation,these existing CCM models could formulate CCM governance rule for long term implementation including CCM oversight role. Acceptable CCM models functioning within countries could ease program implementation on CCM governance rules including fair opportunity to participate in the CCM proposal development,understanding governance policies& procedures,predictability of the GF resources mobilization in specific country. To, CCM(Governing rules) The CCM 6 minimum eligibility requirement i.e. selection process of CCM membership,membership of an affected population ,review proposal submission,nomination of PR & oversee implementation,broad range of stakeholder,mechanism to deal with conflict of interest & same entity, could give temporary impact on CCM governing rules.CCM members & multistakeholder are not permanent,it makes non compliance on CCM governing rules in long term program& could become ineffective ethical behaviour,own interest & difficult decision making in capacity building. CCM governing rules should be focused on multistakeholder inclusiveness,transparent,GF principles oriented ,democratic approaches,community vote,& facilitate good governance,decision making,CCM information flow & sharing for the multistakeholder & decision maker. CCM governing rules should be favoured for long term capacity building which could ease CCM members regular contact for program implementation& implementation problem could be resolved early in project implementation. Governing rules should favour CCM procedure& affiliation for selection of right persons& members responsible for capacity development in contry's CCM.
