Dear Ashish,
I think I finally spelled your name right. My apologies for being careless with it in the past. Please permit me to thank you for breaking down your contribution in bit smaller bite size pieces.
I may not have been able to tap into the wealth of wisdom you have to offer but this time around you have exhibited your teaching prowess. For the benefit of our colleagues far and wide I want us to work together to break it down to your own rural Sanskrit/Hindu lifeworld. Show us in bite size pieces how this model will work efficiently so we can put all our friends to work to customize it within their own cultural context.
You may have noticed Ashish that many of our friends have not come out of their shell yet and are watching the less than handful of us playing with these really big words and if we want them to participate we have to do this in baby bites. You know when a baby is 10+ months old they started taking some solids in puree form. The food is still a bit too solid and we need to do the puree first. I want us to see the local identity of your model because it is very interesting. Then all of us can help you connect the dots towards global integrity. This is not to be a mono dialogue between us but its our responsibility on this e-forum to be inclusive and to pull all the others in so that we can look at one of the Asian models and then develop other versions of it.
You know Abraham in Indonesia is watching to and he doesn't know how he can fit in our conversation. Even Javed isn't out of his shell yet...imagine. Adeola went quiet a bit. Trust me after this note he will be looking at you to give that example so he can also change things from the "inside". Jama in Somalia has been quiet for a very long time so is Ali in Bangladesh and lots of our friends in Nigeria, Ghana, Iraq, our special friend in Cameroon, our friends in India - Asima, South Africa, Moses in Kenya, Colins in Uganda and our brother in Ethiopia and Richard in TZ. I need all of you to wake up because something big is about to happen that will get us all excited.
I give you the honour to lead and I will support whenever you think I should come in since this is a noble endeavor. I firmly believe you have some of the greatest ideas and because we don't understand them too well we don't give you the credit you deserve.
One thing is missing on this e-forum...we only know you by your shadow...we beg to see your picture so we can relate to you more. Would you do that for us?

To, CCM-Members Received your spurred assistance information for understanding of GF mechanism related to social,economical,constitutional,environmental,infrastructure,literacycultural,traditions & other socio-behavioural aspects prevailing globally.GF mechanism is not a vantage point for specific country& community,the objective of GF mechanism & function of country's CCM is to ensure mobilization of country's capacity building resources through international health& development constitutional framework. Since 2004,I have sent mechanism based upon above factors from South East-Asian region for ethical& constitutional development through world conference,international policy,professional learning,monitoring, evaluation,survey & research.Regarding understanding of language,GF mechanism is available in other official languages globally,which are used by the people of a country/community/social structure.My country & mother language is originated from Sanskrit(Hindi)but for international communication standpoint, above language is not acceptable for international official communication,language skills are very important factor for presentation of human communication. For understanding of difficult & foreign language, specific country CCM model could develop interpreter model for understanding of GF mechanism. I have submitted GF mechanism proposal development since 2004 including e-forum 2006,2008.Various developed countries have taken above reference for community system strengthening.CCM member could take reference from GF secretariat,proposal&other international, world conference. TO, CCM(Participaton) Regarding participation of affected population in the CCM,this statement is not an overwhelming definition of the CCM addressing functioning.The CCM(from structure standpoint)is representation of national proposal,various stakeholder,linkage,national consensus with varied CCM models in various countries.In community system strengthening(CSS),affected population component is representation of socio-economic impact of various diseases,nature of discrimination at health facilities,isolation,increase in health expenditure,non- availability of grass root empowerment,social,behavioural& moral issues,general equilibrium analysis,limited laboratory facilities, lack of proper arrangement,mandatory counselling,affordable medical treatment,constitutional article,jurisdiction,incomplete adherence, poor safety profile of treatment regimens & not selective testing for diseases.On the basis of these factors, CSS could obtain participation from country's existing CCM models components.No.of CCM models have constitutional provision& accessibility from various implementers. Discussion e-forum 2008 could detail obtaining participation for affected population. The GF has international expertise health & development framework with policy ,technical issue,professional learning ,survey& research& international monetary structure for resources mobilization,disbursement of fund,funding decision& community system strengthening.Many countries do not have these formal international framework & mechanism for addressing number of major human development ,ecology issues & survival of essentials. At all times social,moral sensitive program communication should depend upon country's social& political accountability,commitment for socio-behavioural facts.Definitely GF has strong advocacy &an improved international communication framework in the form of CCM,CSS,e-forum,for global participation,CCM could play an important strong communicative role for social,behavioural,ethical& moral issues by providing different political& social institution participation/contribution/communication/human development/participation of political activist/faith leaders for awareness,international health guidelines for affected population framework by mass campaign against number of diseases based on gender facts,global partnership for community system development& empowerment measures. The GF has strong economical advocacy framework for strategic intervention in the form of CSS,CCM models in the areas of education, & an economic opportunity for affected population could reduce risk of exploitation,inhuman approaches,diseases. You have hit the nail on the head and I can only encourage you to make strong recommendations that have a firm accountability and feedback mechanism that involves watch dogs from International NGO's - this also means non-nationals from other African countries that don't have ties to the locals since they know the tricks of the trade.
WHAT WE NEED ON THIS E-FORUM IS CONTRIBUTIONS THAT HAVE EVOLVED ORGANICALLY OUT OF LOCAL TRADITIONS SO WE WILL BE ABLE TO CONNECT LOCAL IDENTITY TO GLOBAL INTEGRITY. What I mean is that local people have to connect their ideologies and worldviews to problem-solving within the local context and share best practices that can be culturally modified and duplicated. We must not just complain but I need you to offer creative solutions that have its origin in the social fabric and therefore can easily link to the worldview of the people we are working with. I need to challenge you to higher heights because I know you are capable of making very good recommendations since you have a fairly good idea what the problem is.

Asish,
I'm appreciative of your contribution but I'm afraid that only the top 1% of the intellectuals on the e-forum with a strong interdisciplinary background and exposure to a variety of global as well as local models will be able to grasp the important points you've raised.
This e-forum has contributors who very much would love to participate in dialog but are intimidated by what I found out to be "difficult English" because their literacy skills, competencies and intellectual capacity is unable to reach where we are.
I read what you wrote, and want to give it my full attention and appreciation; however, I have a difficult time conceptualizing all of it myself and got lost in the maze...
Can you help all of us and show is how this is practically implemented by giving us some concrete examples...simplify your language for the benefit of all participants including the interpreters who will have a Dickens of a time interpreting this in other languages.
Thank you for your kind consideration and please know that I mean well when I ask for your assistance because I want us to learn something, benefit and show appreciation for your research.

To, CCM(Discussion on TA) The CCM representation &involvement will depend upon CCM structure & capcity in the form of various stakeholder,linkage,PR& national proposal including technical review proposal.With inclusion of monitor& evaluation component in CCM for development of technical review proposal could ensure effective co-ordination of technical support,assistance,identification of needs,quality assurance,technical standard,availability,cost of products & adaptability.During grant implementation CCM should represent a comprehensive& strategic assessment of technical priority in technical review proposal. For comprehensive & strategic assessment of TRP,expert aggregated data &disaggregated data for technical priority could ensure technical reference for proposal development. To, CONTRIBUTION (CCM DISCUSSION) Regarding contribution for technical assistance discussion,I have sent reference of international bioprocess, nodal TRP&TERG& innovative finance from different sectors. Below mentioned discussion is based upon an open &transparent process of proposal development with technical review proposal. -------------------------------------------------------------------------------------------------------------------------------------- Regarding an open & transparent process for developing proposal, country's technical review proposal could be determining factor for country proposal mechanism & inclusive structure for addressing specific strategy & intervention.Country's intra TRP-TERG,bioprocess, for proper functioning & appropriate resourced country co-ordinated mechanism .Number of developing countries have not equipped with international health guidelines,international standard of technological approaches,counselling,coverage of lab facility, bio-safety,human genome,medical treatment protocol& algorithm. In less GDP & less basic health infrastructure countries,country's TR proposal addressing capacity would decide inclusive structure& transparent process of proposal development. CCM could participate with technical review proposal.TR proposal should include specific country's TRP & TERG for testing methodology, quality assurance,treatment protocol& algorithm for community system strengthening, representation of constitutional linkage assistance&health services. Innovative financing component of GF mechanism could link with pre- dictability of technical budget& allocation (as community input) for ensuring inclusive proposal development. I guess the reason for taking the disbursement through a notable personnel is for accountability, in a situation whereby you realise that the fund is not well managed by your contact body, dont you think it will be a good idea to look at other options? I believe something could still be done. Dont get me wrong, the funders have genuine intentions but if the stated problem of "Who I Know and not who is capable" is not looked into, I'm afraid, it will still be the same story.

Well stated orga. For a lack of a better diagnosis of the problem on my part I submit that you have hit the nail on the head and it can't be better than this. This is the problem in a large number of countries. It has gone unchecked from 2003 to present. I'm afraid its now out of control...and may be too late to reverse this trend since the free-for-all honey pot has been discovered. If one dares to stiffle the artery that is feeding off the free-for-all honeypot the results will be...you can fill in the blanks.

I must say that the whole idea of Non-Governmental Organisations going through a key contact team which is meant to represent the Country is usually as helpful as the fund is expected to be. From my experience of dealing with projects in Africa, the fund does not usually get to Organisations who are willing and have the personnel of implementing projects. Instead, the personnel who are meant to evenly disburse the funds usually give it to the groups they know not to groups who are effective. The result of such disbursement is that genuine Organisations with the mindset of providing community support are left out. In my own opinion, I think it will be a good idea if Stakeholders are allowed to apply directly for the Globalfund instead of having to go through the country representative that are most times biased and Judgmental.

How best can CCMs ensure effective coordination of technical support during grant implementation at country level?
CCM representation and involvement
- The country level stakeholders of different organizations should be involved to ensure effective coordination of technical assistance during implementation. The CCM should work more with CSOs, CBOs and FBOs.
- CCMs should be more proactive and participatory. Many times the CCM is absent during the implementation of the program.
- A CCM should be independent, and not a political entity; its formation should be representative including members from various technical expertise and independent consultants. The selection process of the technical assistance providers should be transparent.
Assessment and expert pools
- The CCM should develop an understanding of relationships and the systems that are used by different stakeholders involved in the planning and implementation of programs. This should produce a clear plan with timelines and activities in order to prove that the objectives are being achieved.
- Use of comprehensive assessments, such as field assessments and risk assessments, to produce baselines to determine what kind of technical and financial inputs are available in the country and what must be brought in from international pools.
- The Global Fund should give priority to producing a pool of experts with technical capacity that can provide required assistance and reduce costs, as well as meeting the needs arising out of the unforeseen circumstances.
Monitoring and Evaluation
- Effective Monitoring & Evaluation systems should be in place and the CCM should constantly monitor the technical assistance received. This aspect should be outsourced to external consultancies to ensure objectivity. MyGlobalFund.org offers a wealth of expertise that should be tapped.
- National responses through the different Monitoring & Evaluation committees in each country should be strengthened so that they guarantee the effectiveness of technical assistance.
Communications
- It is important to maintain the consistency among all technical assistance actors: cooperation agencies, NGOs, government structures, etc. For this, all structures need improve the communication channels that allow an effective coordination.
- Improve the communication between the Global Fund, the CCM and the LFA, along with the PR, in order to better coordinate the technical assistance.
- Create an Internet tool that registers each process of the technical assistance given. This tool can sit at the technical secretariat of the CCM and its main purpose would be to not duplicate the support and allow a more effective follow up of the assistance received.
- The availability of technical assistance should be made known to all PRs and CCMs.
- People that work on technical assistance should be aware of different human rights issues and not only focus on the technical aspects of the projects.
General
- Technical assistance should be long term and constant in order to have impact in the country.
- The Global Fund should provide technical assistance.

Javed,
I am very happy when I see constructive criticism that allows room for growth. As I stated before the team spirit and camaraderie is so important.
You comments are well meant and provide us that space to grow.
Sometimes we may not have any idea why someone's contribution may appear poorly. I would've responded the same way you did was it not for communicating with so many people around the world that look for a safe place, that moment, that safe timing just to say something small, but are unable to express it well enough due to language barriers or a poor command of language. They keep reading the remarks we write,may be so deterred, even though they may not understand our high flying "Queen's English" well enough to respond to our level.
Hence, out of the bottom of our heart, it is our duty to also facilitate their growth experience, reassure them that their contribution gives us peek in the window of their soul and lifeworld, which we can't even phantom. Millions of traditional peoples with CBO's work despite many limitations, yet they seldom complain and achieve something and many times more than what you and I can achieve in a single day. We cannot begin to appreciate the simplicity of their world and thought processes, but yet it is so interesting when you interact with them on the ground they are very sweet souls that can teach us a whole lot not found in text books and universities. It's called "wisdom". Through our lens we see "complexity" and use the tools of "sophistication", whereas their lens is one of simplicity that solves problems sometimes with few resources.
This is what we need to savor on this e-forum and learn how to tap into this "well of wisdom", our traditional people can teach us so that we can find new and simplistic ways to solve problems and become empowered in Western as well as traditional knowledge systems to solve very complex problems. We need to discover the joy associated with simplicity and putting putting aside our "ego" and "Modern Education", and emerse our souls into traditional knowledge and find this connectivity and blending of modern medicine with traditional knowledge systems and medicine and methodologies of solving problems of traditional peoples.
We need to learn from this "well of wisdom" our peers are imparting, even though sporadic and in very small sentences and quantities, we need to look at the "context" in which they write, rather than the "quality of their contribution" and try to see through their lens, to discover their world, the simplicity of their thought processes and expressions and the power of their words coming through to enlighten us. This is a crucial part of our education on this e-forum and we need to cherish those moments. We need to use different measuring rods and will achieve wonderful results.
You are such a great teacher and we have to let you how much you mean to us.
