Q. How best can CCMs ensure effective coordination and collaboration at country level without compromising key principles of multi-stakeholder participation in governance and decision making?   

  1. Since the GF grant is supposed to complement existing national resources, all stakeholders should be actively involved, as opposed to a section of stakeholders taking over.
     
  2. The CCM Secretariat must be strong and well resourced, not depending on any of its stakeholders for financial sustainability. This way it can be independent, transparent and widely circulate information concerning grant application and performance.
     
  3. The various disease-specific program managers should take an active role in the deliberations of the CCM, even if they are not voting members.
     
  4. NACs, CCMs and National Coordination Mechanisms needs to make sure that they are up to speed with the situation in-country.
     
  5. Establish mechanisms to ensure accountability within the CCM.
     
  6. The CCM must remain flexible in co-coordinating and collaborating with other organs to implement programs.
     
  7. CCMs should make periodical visits to PRs & SRs in order to monitor and evaluate the indicators prescribed by the Global Fund.
     
  8. Ensure that the CCM roadmap is consistent with national public and private health strategies.
     
  9. The CCMs must ensure consistency between the support of the Global Fund and national policies, including consistency with national strategies for poverty reduction.
     
  10. Collaboration should be done in a spirit of partnership in order to achieve common goals in reducing mortality and morbidity associated with these three diseases and all entities involved should comply and follow the strategic plan.

To CCM-FORUM,

The structure of multistake-holder is an important component in governance & decision making.For effective co-ordination,CCM could paticipate with GF secretariat for conjecture evaluation of multistkeholder's principles based activity within countries.CCM is a complete addressing mechanism component in country partnership, GF secretariat could interact with many stakeholder in the form of research, development, civil-society,social-institution,govt for participation in governance& decision making.

If multistakeholder have key principles based upon faith,religion,culture,finance,science which may cause oversight& overshadow  GF implementation then ad-hoc functioning,social adaptability& constitutionally accessment, feasibility of product& services,socio-economic subjective objection solutions for PRs,SWAPs could be used as alternatives for effective GF implementation  without compromising key principles of multstake-holder's country.

Regarding the 19th December 2008 e-forum discussion how best can CCMs ensure effective coordination and collaboration at country level without compromising key principal of multi stakeholder participation in governance and decision making” the CCM have to act impartiality. It has to be a flexible in co-coordinating collaborating to implement the global funds projects/programs. CCM have to respond each and every question and information’s adequately. They have to visit the PRS & sub RRs in periodical and monitor and evaluate the indicators as prescribed by the global fund. The CCM have to issue the guidelines of implementation methodologies and arrange periodical workshop for discussions.
 
The CCM may not be compromise the implementing process but they have to advice to the PRs & sub PRs wherever weakness are arise and recommend for the redressing methods. Global fund secretariat have to ask documentation and reports from the CCM as per terms and conditions stipulated by global fund under copy to the PRs & Sub PRS, because the communication of the reporting and documentation may be deluged through the CCM- Global fund to CCM to PRS/Sub PRS may take some more time to reach there may be a chance of delay or retransmit to the PRs /sub PRs /LFAS Due to various causes. The CCM may take any decision to implement the global funds grants by the PRs/sub PRs after information and have to informed the sane to the concerned PRs/subPRS .

The CCM must be a transparent one and have to advise & supply of the resource materials and take necessary action to release the global fund’s grants to the PRs/subPRs to successful implementation of the benefit of the target population.

Received reminder. Regarding key principles of multistakeholder,CCM should understand multistakeholder's conjecture,faith values for effective coordination.Multistake-holder participation is an integral &confined component of CCM, which can perform ad-hoc functioning in governance& decision making. Understanding of multistake-holder's faith based principles,coverage of GF implementation in various religions& principles based communities,social structure  should be constitutionally accessible to CCM. Multistake-holder should ensure standard of conduct,international  acceptability of GF principles,ethical approach in product concept,service concept,systematic organisational development & realistic ojectives.
 
If multistake-holder transparently perform its definition of responsibility during GF implementation then CCM could develop performance based syatem for multistake-holder ensuring effective partner environment at country level.

TO CCM-FORUM,

Received above issue. For effective co-ordination & collaboration at country level with multi-stakeholders in various countries, country's CCM should be focused on GF principles primarily, which are accountable& comprehensive in addressing countries specific issues. Multi-stakeholder structure & function should be clearly defined in GF implementation by CCM. Multi-stakeholder principles& function cannot be similar as PR,LFA, linkage,& national proposals, but it may be in the form of public sector, civil  society, NGO/FBO/multi-sector, Govt,& private for development of partner environment.

Multi-sector holder could develop partnership strategies, work, definition of responsibilities for CCM components without compromising GF principles in procuring governance policies& procedures. The best way for CCM is to ensure understanding of GF principles implementation by multi-stakeholders participation in governance & decision making. If any multi-stakeholder has not flexible principles& has faith based principle, which may cause possible obstacles in GF implementation then CCM should provide community system strengthening component, statistical, scientific, behaviour data, awareness, exiting laws& policies, constitution& empowerment, joint capacity development, pooled procurement of goods& services, communication& commercial variable for multi-stakeholder for addressing specific issues without compromising key principles of multi-stakeholders participation in governance & decision making.

For effective co-ordination with country's specific multi-stakeholders, CCM should ensure social values& priority, social environment & strategic ways to improve communications with multi-stakeholders country.

NAC, CCMs and National coordination mechanism needs to make sure that these 3 bodies are always updated and aware of country situations. for a better coordination and collaboration * Strong secretariat * strengthening the linkage system * Making sure all partners are fully on board * Accountability * Frequent Consultation are some mechanisms that can be paid attention to.

Effective coordination and collaboration at country level without compromising key principles of all stakeholders at CCM is crucial to it success. Since the GF grant is suppose to complement existing national resources, there is the need to get active participation of all stakeholders and not a takeover by a section of stakeholders. This will imply that the CCM Secretariat will have to be independent, transparent and circulate widely information concerning grants application and performance. The CCM secretariat will not have to depend only on the traditional define method of information dissemination through formal stakeholders’ constituencies. It further calls for a well resourced Secretariat and it needs not depend on any of its stakeholders for financial sustainability. In countries where the various disease program managers (HIV/AIDS, TB & Malaria Program Managers) are not members of the CCM, they should be encouraged to take active role in its deliberation as non-voting members.

Wherever possible, CCMs should build on and be linked to existing mechanisms for planning at the national level, being consistent with national strategic plans. For example, CCMs could build on national programs for specific diseases (e.g., National AIDS Councils, Roll Back Malaria Committees and National Steering Committees on TB Control). They could also build on National Health Strategies and be linked to broader national coordination efforts including Poverty Reduction Strategies (PRS) and Sector Wide Approaches (SWAps). With this in mind: 

Q. How best can CCMs ensure effective coordination and collaboration at country level without compromising key principles of multi-stakeholder participation in governance and decision making?   

Your answer could include (but does not have to be limited to): experiences you have had in working with national coordination mechanisms; the impact on multi-stakholder participation; the advantages/disadvantages of such collaboration; how you see it strengthening the key principles of the Global Fund.
