    Awareness on Global Fund CCM Policies

    Country Coordinating Mechanisms (CCM) are central to the Global Fund's commitment to local ownership and participatory decision-making. The key principles (see CCM guidelines [pdf 80Kb]) behind CCMs have remained unchanged. CCM minimum requirements [pdf 98Kb] were introduced in 2005 to help improve governance, transparency and inclusiveness in their operations. As a result many CCMs have and continue to evolve to improve their own functions. With this in mind:     

    Q.  How knowledgeable are your CCM members about their own roles and responsibilities in the CCM? 
     

    Suggestion: Your answer could include: ways in which your CCM informs its members on Global Fund principles and policies; orientation, training of (new) members; lessons learnt from information-sharing within your CCM; any needs to build capacity within your CCM or any other related issues.

    The CCM in Mauritania works quite well and the communication between its members is done through either snail mail or email. Members have an important role to play and participate actively in decision-making. However, the role of the CMM could be improved by putting an actual communications strategy in place for the various stakeholders.

    For example, the involvement of the sector is dependent on the quality of advocacy towards entrepreneurs and employers in Mauritania as a whole. I think that strong involvement by the private sector would play an important role in disseminating information on HIV/AIDS, tuberculosis and malaria (the consequences of these diseases do affect companies), and ultimately, the visibility of programmes nationwide.

    The CCM should also work towards strengthening the skills of its members by sharing information and experiences with CCMs in other countries. This would be a way to measure our level of performance in relation to other CCMs (any exceptional or special circumstances aside).

    Hello I want to give information about CCM Roles and situation of CCM in Turkey, very briefly.

    Unfortunatly there is no any mechanism to represent of GF in Turkey. Only some govermental places and UN's parts had been well informed. But these knowledges didn't share openly with NGOs and GOs. Some efforts by UNAIDS and cooperating with Ministry of Health, Fifth Round of GF has been started 3 years ago. And naturally any NGOs or GOs didn't apply any project.

    To Overcome this, Ministry of Health organised some meetings to give information about GF and Round 5 and then projects has been started to come. After acceptance of Turkey's applly by GF, GF strongly recommended to establishing CCM. MoH cleverly, organised a meeting among NGOs and (mostly) GOs, and they mentioned creation of CCM and collected request from NGOs&GOs and finally MoH had an CCM which is formed by mostly govermental or half govermental places (like university) and NGOs.

    Unfortunatly I confess that I didn't know CCM's Roles and importancy before participating to GF Regional Meeting in Tbilisi. Now I'm very sad and I feel inveigled. Round 5 for Turkey is going to be finished very soon and CCM Turkey will be dismissed. Last CCM Meeting MoH had reject to share all information which is collected by this round and they said "they can change CCM's members or get in new members or get out existing members, etc."

    Why I want to share my feelings and experience here? Because I have to share what I (We) learned during this trip. This is not a compliant. First of all, this is not a challenge between NGOs and MoHs. MoHs point of view is usually "this is a job", but NGO's point is "this is a opportunity to give life chance to our communities". Knowledge is best toll but not all. Transperency, sharing experiences and talking among us is very important. etc.

    What we gonna do now? From now on We will recreate our all mechanism at the begining. Now we are organising meetings among NGOs and sensible people and places for understanding our situation and finding solutions. And I beleive that we will recreate our new CCM. So our answer for your question is our CCM Members didn't know their roles and reponsibilities. Best way is sharing knowledge, experiences and being transparent, maybe getting help from GF (NGO's represantative) or inviting some succesfull CCM role models.

    In my view they are many successes one could highlight in relation to the awareness, and such has led in recent years  more funding being committed to HIV/Aids response, access to treatment etc... but still challenges of high prevalence rates and low capacities in responses among poor communities still remain high challenge.  Our community women are still shouldering the disproportonate burden, the accountability too is still a major challenge.  Are we doing Awareness in a such a way that this population also could benefit?  There is something that is not right and this is what we need to figure out.  Awareness in my view is about Engagement, is about meaningful Participation, is about Leadership and most of all is about Action.  Is Global Fund CCM Policies giving such opportunities to this important stakeholder in the prevention of HIV//AIDS Pandemic?  The CCMs, need to think beyond representation, often times we mix representation with Participation.  There is an urgent need to define these two approaches in the global policies so as to upscale and reach out to those who are most affected.
