Im just warming up. As you all know, I was one of the plenary speakers at the International Conference on Higher Education and Quality Assurance. This year's focus was on the MDGs. I presented the new models for MDG implementation through Higher Education as the Implementer and Catalyst. During my retrospective review of the Global Fund I discovered that Higher Education has a very limited role in that it is relegated to an advisory role to provide background info and demographics. This is gross underutilization of Higher Education - Universities and Teacher Training Colleges since they should have been at the forefront as the implementing agency within the CCM. This decision was one of the worst ones made in 2002 and shows what kind of visionaries we are having that are running things. Unfortunately, the myopic vision of the GF Secretariat not to protect individual and corporate intellectual property rights made me not utter a note at the Futures Scenario. Instead, I was given the global platform to present the new models for MDG implementation which should have been on the futures scenarioo. My work will be published in the international journal March 2009. I encountered the right audience of Education Ministers/policy makers, Strategic Planners, Vice Chancellors and more and got a thunderous applause that made the Sofitel Terange in Senegal shake on its foundation. My teachings were translated in French. I received a 100% support for my models. I am simply tired of this high level of institutional incompetence. The models are of interest throughout Africa, however I will not divulge anything on this e-forum unless there is protection under individual and corporate intellectual property rights.
