Week 4: summary of discussions: civil society organizations as principal recipients

How can the Global Fund better support civil society organizations that have been chosen as Principal Recipients by the CCM in their newly required responsibilities?

The Global Fund should provide all types of information related to PRs: documents that inform about all stages of PR assessment, grant negotiation and fulfillment; harmonized reporting systems, tools and templates; clear communications protocols and timelines. It should encourage sharing experiences and lessons learnt from other GF partners, particularly successful PRs from earlier grants.

The Global Fund should provide trainings for CSOs that become PRs in the areas of: financial tracking systems; technical and programmatic leadership in the targeted diseases; procurement and logistics; monitoring and evaluation; mentoring and supervision of sub-recipients; relationship management with all parties involved. CCMs and FPMs should support these trainings and encourage participation from new and old PRs.

The Global Fund, the CCM or the LFA can choose PRs on a democratic basis from a pool of the most experienced local NGOs.

PRs need to have a well developed infrastructure and systems in place prior to its being chosen as PRs, for example by being a sub-recipient first; develop their capacities in a phased manner and/or during the proposal development period.

The Global Fund should assist NGOs that have potential of being a PR, with the costs that the NGO needs to incur in before grant agreement.

Global Fund should support PRs in the maintenance of the program so that they continue to remain relevant and focused after the PR period expires.

The Global Fund should create an international, regional or provincial committee to supervise the CCMs and all projects and ensure that its tools and processes do not favor programs run by government PRs.

The Global Fund should accept and fund CSOs proposals directly, especially when there is a weak CCM; and/or ensure that there is civil society representation in the CCM.

International NGOs should mentor local NGOs and provide technical assistance in program management and monitoring and evaluation through different training opportunities.

Countries should help design and include the most crucial indicators in the proposal, not expect PRs to do so.

Create a web-site or strengthen the existing ones to capitalize NGO’s best practices and organize the exchange of experience.

Select Principal recipients from international organizations, which involve all sectors, including civil society.
