To e-Forum( Civil-society as a Principal Recipient),
In selection of CSO as a principal recipient & subrecipient,CCM should consider basic GF's CSO framework Public/ private /Academic & research /Multi& bilateral organisation)&its linkage with state/ national plan,governance policies& procedures.In identification of PR& subrecipient,country CCM structure should be more comprehensive& responsive to all national stakeholders.CCM should consult with various stakeholder,LFA,linkage,CSS,& GF secretariat in identification &selection of civil-society organisation as a principal recipient.From GF standpoint, number of CCM models i.e. public sector/ multisector/ NGO/ FBO/ non health/private,single recipient,civil-society/UNDP/multilateral/South African,are functioning in different regions& countries,only South African CCM model consists of state participation. "Are these models constitutionally, financially, technically,scientifically& appropriately resourced & equipped in country partnership,&selection of specific civi-society as a principal recipient ." this question could give answer of CCM linkage with civil-society structure responsibilities,priorities& partnership. If GFATM(CCM) selects civi-society as a principal recipient than specific civil-society should consist of financial instruments, distribution of funding at country & state level,local NGO level, with expenditure objectives,standard allocation pattern,capacity of general equilibrium analysis with country economic& GDP growth. Civil-society should have provision of disbursal of funding according to socio-economic coverage,various sectors partnership with(trade/tourism/agriculture/industry(construction,mining pharmaceuticals,chemical,scientific& capital goods)education) could scale up CSO activity. GF could give better support to CSO in establishment of socio-economic framework,financial instrument&arrangement framework in countries.
If CSO does consider inclusion of expertise enterprize resources structure than its functioning should include all components of
grants recipients.

CCM could choose above mentioned CSO(PR)ENTERPRIZE structure for effective implementation of GF mechanism.
