Week 3: Summary of discussions: civil society participation in proposal development

Is civil society being given a fair opportunity to participate in the CCM proposal development process? What could the Global Fund do to encourage countries to make this process more inclusive?

In general participants agreed that civil society organizations (CSOs) are not being given a fair opportunity to participate in the CCM proposal development process and made the following comments and recommendations:

The Global Fund should hold training sessions about the proposal development process, therefore supporting the capacity building of CSOs; Global Fund should also require that CCMs advertise the call for proposals widely; and/or accept proposals from CSOs directly.

The Global Fund should issue guidelines and guarantees for participation that ensure a process of real cooperation and multi-stakeholder approach to proposal development.

The Global Fund should open local offices or establish an impartial body that monitors the work of the CCM; perform an independent study of the functioning of the CCMs; make the participation process in the CCM real and more democratic.

CCMs should develop a system to identify key civil society organizations and evaluate their capacity to participate in the proposal development process.

Civil society should get involved in national policies and practices; this should not have to be a mandate of the CCM.

Civil society participation needs to transit from a formality only to a real and appreciated partnership; creating groups of community people interacting directly with the CCM and feeling empowered to create change.

The Global Fund needs to attract those members of civil society that have not yet come on board; greater civil society support is needed in donor and beneficiary countries.

The Global Fund should support a civil society forum (like MyGlobalFund.org) at national, regional and global level for experience sharing including the proposals development skills.

The Global Fund should define "participation" so that CSOs know what's expected from them; also facilitate the participation of all sectors, not only targeting highly vulnerable populations.
