How could the Global Fund better ensure that countries receive the capacity development support they need for the preparation of proposals and the implementation of programs

  
   the requirements of the Fund from donor organizations and governments to limited support for population censuses and surveys and health information systems related, with regard to promoting the use of methods of data collection for evaluation purposes that are expeditious and cost-effectiveness. Another element that will focus on promoting the use of data systems that take into account gender in planning and reproductive health services administration, management, implementation, monitoring and evaluation in the context of information systems used for health management. The strengthening of such systems will enable the Fund to respond also to the requirements of funding framework for monitoring, assessment and reporting.
Fund must work directly with the Governments of countries and civil society organizations and programmes to ensure the implementation of programmes supported by and in accordance with the objectives, priorities and national strategies. The Fund will continue to work with other agencies and institutions in the United Nations system, particularly with the United Nations Development group, and other multilateral and bilateral donors, regional development banks, non-governmental organizations to ensure that its activities be part of a coordinated approach by all parties in the process and Fund mission, the task of supervision and control organizations to carry out its mission and should not be left to support government bodies only because they do not support any organization in Sudan and we have a body called the National Program to Combat AIDS and does not support this program only to find himself in any local organization of any kind of support from Fargo Fund to reconsider organizations active in the fight against AIDS
