Generally,  the experience  of  the Civil Society Organisations in India has been that  when it comes to dealing with the  Ministries or Secretariats set up by the Government,  transparency is the first victim.  The Government organisations tend to be high handed,  bureaucratic and lethargic.  Delays in multi level decision making mechanisms often render the proposals useless since the deadlines pass.
 
The CCM needs to well publicise the call within the interest groups through mail and website, engage with the CSOs on one-to-one basis to discuss the proposals within the time frame of the call. Above all the structure of the secretariat of the CCM must be as small as possible with adequate power to take decisions quickly.

The secretariat must include atleast one if not more person who has actively functioned as a project manager in the field. this will enable the secretariat to have a better communication line with the project staff of various CSOs and aid in fire-fighting for on-going projects if and when required.

The question whether the Secretariat must be independent from the current PR is what we nee to determine. Do you have a list of countries where the secretariat is dependent from the PR and those that are attached to the PR ? How does one interpret the issue of Conflict of interest with regard to the function on the secretariat ? Is it possible to have some best practices and challenges of other countries ? Thanks

The Country Coordinating Mechanisms (CCM) – are the public-private partnerships at the country level, central to the Global Fund's commitment to local ownership and participatory decision-making. In this regard, the CCM secretariat is crucial to ensure an effective and efficient exchange of information between all stakeholders.  To achieve these goals the CCM secretariat must be competent, professional with the government, civil society, religious organizations, educational system and those affected by diseases. As the CCM is created by the government, the secretariat should be established under the government because the public sector is widely represented in the CCM. The nature of the participation of its representatives is determined by their professional responsibilities rather than personal commitment. I believe that the secretariat should be properly equipped with advanced information systems, office equipment, be able to hold online meetings with the CCM members (absent at the meeting), exchange information between CCM representatives from the government, civil society, religious organizations, educational system and people affected by diseases.

Dear CCM forum members:

Thank you Tambalou and sharon for sharing your views regarding the skills and expertise needed for the CCM Secretariat to be effective. It would be interesting to hear from other CCM members as to what levels of expertise and skills worked well for their CCMs to function effectively.

I wanted to share with you what other members of MyGlobalFund.org have said in another forum (e-Forum 2008), related to the functioning of the CCM. Whereas discussions focused on civil society involvement in the proposal development process, they touched on certain areas that are common to both issues.

For example, they suggested that the Global Fund should develop guidelines for CCM participation, outlining the expertise needed (that comes from CSOs) and taking a more active role in developing capacity for CSOs that participate of the CCM (read more).

Do you agree with these statements? Knowing which skills and expertise are needed for the CCM to function effectively, is there a need for further training and capacity building of CCM members? Which are the areas in which CCMs need more assistance to further develop their skills and expertise?

My initial take on the issue is that a multifacted approach is needed to ensure maximum efficiency and impartiality. This approach requires that the following areas be factored in: (1) Transparency in all matters to ensure accountablity; (2) Flexibility in matters to factor in the human element; (3) Effective communication procedures; (4) Coordinated monitoring & Evaluation system; (5) Proper system of information dissemination among other variables.

According my experience in the CCM baord of Guinea Conakry , my point of view is as below .
Skills and expertise required to ensure that CCM secretariats  keep their impartiality are:
1.Good knowledges in programmes Management
 
2. Good knowledges in monitoring and evaluation
 
3.Good knowledges in governance, transparency  and human ressources management especially the issues of conflicts of interests
 
4.Good knowledges in communications , finances and comodities security   
 
The secretariat of CCM must be a good team , pluridisciplinary and ensures all terms and reference of its job description.Informations must be availeble everytime and the documentation in free consultation .Audit exercices must be conducted every year with the whole committment of CCM .

welcome back to the CCM forum, where we will be discussing issues related to the CCM's that will feed into the ongoing review of Global Fund policies & guidelines. This forum is open to all of MyGlobalFund members (CCM members or not) and its purpose is to streamline CCM functioning and to share best practices across all countries.

To maintain an impartial attitude is one of the best allies when working at a technical secretariat. The secretariat’s relationship with different sectors should always focus on the good functioning of the CCM. A cordial relationship with everyone is the best ally to develop the work needed. In Latin America there’s a lot of accumulated experience in the work of the secretariats but there are no meetings of these members to share and capitalize on those experiences. Many times we are investing our time and money in actions that other people have already developed. I am very glad that this forum is interested in this subject because I am part of the CCM of El Salvador and I have already brought up this inquiry about this type of exchange.

CCM Secretariat

In order to improve their day-to-day functions, many CCMs have established CCM secretariats. In some cases the Principal Recipient, National AIDS Authorities, Ministries of Health or other development partners have acted as CCM secretariat and in other cases CCMs have set up independent secretariats.

Q. What skills and/or expertise are required for a CCM secretariat to be effective?
 
Your answers can include (but do not have to be limited to): best practices to ensure that secretariats keep their impartiality when the PR, National AIDS Authorities or Ministries of Health also act as CCM Secretariat; different structures of CCM Secretariats; what works and what doesn’t in terms of secretariat functioning; ideal size.
