June: discussions on implementation theme started

e-Forum 2008: Discussions that impact on Global Fund strategy and policies

This month we are bringing you an update of the discussions that took place in the e-Forum 2008 around the issue of “demand”. The following are the recommendations and ideas that members have posted regarding the different discussion topics (click on the links to access the summaries):

Þ      Week 1: Factors that are preventing adequate scale-up to meet demand and what the Global Fund or its partners could do to overcome them.

Þ      Week 2: Challenges related to the effective involvement of all relevant sectors/actors in the development of programs at the country level.

Þ      Week 3:Actions that could improve Global Fund’s current processes.

Þ    Week 4: What the Global Fund could do to ensure better predictability of sustainable funding at the country level in order to allow ambitious scale-up.

We have now begun discussions on a new theme: Implementation of programs. Discussions will focus on challenges and good practice in implementing Global Fund funded programs, such as:

-        The division of labor and responsibilities between different actors at the implementation stage of programs: Country Coordinating Mechanisms, Principal Recipients, Sub-Recipients, Local Fund Agents, Civil Society, the Private Sector;

-        The capacities of different actors to implement and oversee programs, including the role of civil society and the private sector;

-        Issues of coordination between GF-funded programs and interventions supported by other partners.

What issues related to the implementation of programs should be addressed to improve the way in which the Global Fund is doing its business?

Your answer could include (but does not have to be limited to): roles and functions of the Global Fund in-country structures (Country Coordinating Mechanisms, Principal Recipients, Sub Recipients, Local Fund Agents) and other partners should play; Global Fund processes; other existing mechanisms that fulfill similar functions to the Global Fund CCM model; ongoing reviews and reporting mechanisms; requirements to receive funding after a grant agreement has been signed; transparency of information; among others.
