Actions to ensure better predictability of sustainable funding at the country level in order to allow ambitious scaling-up:
 
Strengthening partnerships among all sectors is crucial for sustainability. Raising awareness among these sectors on the needs and the results achieved. Strengthen the role of NGOs, involve and support them, encourage networking among them.

Take into account the important role of the private sector and provide support.

Develop the package of measures including economic incentives at country level to involve large and medium-sized enterprises to finance programs. Provide clearer requirements on private sector participation.

Organize awareness campaigns at national level within the private sector to involve it in the funding of programs (like the RED Initiative).

Help assess capacity of infrastructure, national health program effectiveness and response, and the general health situation. Improve coordination and planning of strategies in the health sector.

CCM to consult with PLWHA on the focus of the proposal. Empower marginal groups and allow their participation in the decision-making process (ownership).

Funding and prompt distribution can be maximized by the procurement of products that meet international standards.

Use an economic approach to create a framework that addresses predictability. Compare the estimated budget lines of a plan with the gaps identified by region or area.

Continue to arrange meetings where countries receive guidelines for proposal presentation. GF should be more open to give guidance on proposal writing and in the first stage of programming. Share good practices to replicate success stories.

Countries should show commitment of resources for program sustainability. Develop sustainability plans for each program/project and distribute funds according to the real sustainability of each country.

Encourage countries to think of ambitious programs as they tend to think that small programs will ensure funding (and not taking into account the real needs of a country).

Carry out a "needs-gap analysis" that can be used by the Global Fund’s Technical Review Panel to evaluate how responsive country proposals are.

Scaling-up of programs should be based on the social, religious, environmental, and economic factors of the society, community or country. Understanding the above factors is essential for long-term planning.

Establish effective monitoring, evaluation and reporting systems so that resources are not wasted.
