    Relevance of Global Fund

    Key indicator of the existence of capacity (human or otherwise) is the existence of adequate institutional framework grounded in social relations between competent bodies, institutions or individuals. In fact governments and organisations competent enough in terms of capacity do exsit-what could be missing is aframework of concerted action.Hence, there is urgent need to establish a framework that is able to build and strengthen the human and local NGO capacity in various field such as planning and budget analysis, finance,social works, and development management. I feel that Global Fund should be instrumental in building capacity for strenghtening stakeholders capacities to maintain social infrastucture, establish a more responsive, inclusive and accountable planning, improve budget formulation and financial management skills of NGOs and increase efficiency and effectiveness of capacity development in NGOs so as to lead to poverty reduction and sustainable development which can reduce the spread of epedemic. One of the major problems hindering project implementation in Africa is the inadequacy of carde of trained and committed managers who could be utilised to analyse, design and implement Global Fund programs especially office undertakings. The office work environment has been characterised by absence of incentives to facilitate good performance, poor organisational ability, poor problem solving ability, lack of co-operation and team spirit, poor work relationship with partners, colleauges and subordinates, and lack of dependability in the conduct of Global Fund Project. There is therefore need to strengthen the NGOs human resource capacity by harnessing and exploiting local expertise that are abundant in the NGOs and in particular private sector organisations. Specific problems to be addresses include; weak institutions currently in place and weak human resource base existing among the staff team, weak operational and maintenance capacities of NGOs and stakeholders involved in delivery of social services, lack of responsible, inclusive and accountable planning processes at the local and community levels, lack of participatory poverty resource monitoring initiatives involving civil society, local goverments and community institutions.
