On behalf of a non-profit non-government organization in Hong Kong, I write to enquire about the eligibility of application of the global fund. We intend to apply for the fund to provide AIDS prevention and drug education services to the ethic minority groups in Hong Kong (including South Asian residents and expatriates). The service project will focus on two areas. The first area is on providing AIDS prevention and drug education to high risk groups including active drug users and the sexually active young males. The second area is on AIDS prevention and drug education to female adults and youth to increase their awareness of AIDS. Please comment if this kind of project is within the ambit of support for the global fund. I’d be most grateful if you can kindly reply.

Thank you for your e-mail below and your interest in working with the Global Fund through your society in Hong Kong. In response to your inquiry on the types of projects funded by the Global Fund, we would like to share with you the following information.
The Global Fund was created to aid the fight against HIV and AIDS, tuberculosis, and malaria. Therefore, an HIV and AIDS project which incorporates the various interventions you mentioned could potentially receive funding, provided that it follows the necessary guidelines for the submission of proposals. Please see the below points for further information on the submission process:
1. Applicants may apply for funding from the Global Fund by responding to a 'Call for Proposals'. Round 8 was launched on 1 March 2008. All relevant forms are currently available on the Global Fund website (http://www.theglobalfund.org/en/apply/call8/).
2. Typically, the Global Fund only receives proposals which have been developed through a consultative, multi-stakeholder process, and clearly demonstrate that they are in line with the country’s national disease prevention and control plans.
3. In China, the Global Fund has already provided grant funds for HIV and AIDS, as well as tuberculosis and malaria, to successful applications from a multi-stakeholder group. This group is called the 'Country Coordinating Mechanism' (CCM) of China.
