Proposal development
The development of coordinated country proposals is the main avenue for accessing Global Fund financing. To this end CCMs have a direct responsibility in developing proposals that reflect national priorities and take into account the interests of a broad range of stakeholders in a country. Based on experiences to date, CCM proposal development processes remain a challenge for many countries. The process can be a rush hour, endowed with politics, or lacking consultation and coordination. In some cases CCM members are coerced to endorse a proposal even in cases where there are serious disagreements.
