Technical assistance has been of great importance in our country since most proposals approved by the global fund were written with the help of PAHO technical support. On the other hand technical assistance when not applied for by the country itself could be harmfull especailly when National policies are been put aside for policies goals and objectives only supported by the technical assistance agency. Proper communication should be in place. Technical assitance should be provided with consent of the country supported by national policy. I would like to know if other countries have experienced problems with technical advisors and if these impose their assitance bypassing local authority and local developement processes.

As a funding mechanism the Global Fund does not implement the programs it finances, nor does it provide technical assistance. Instead, the Global Fund relies on country level development partners and stakeholders to provide such support to grantees.
