I think a CCM structure of a country does not matter. What matters is a CCM structure designed to facilitate CCM members carry out their 5 core functions. The 5 core functions include:

1) Oversight of grant implementation,
2) Mobilization of resources through proposal development.  
3) Harmonization of Global Fund grants with other National support for the 3 Diseases.  
4) Organization and functioning of CCM management and support structures. 
5) Create and circulate information on Global Fund activities in an efficient, transparent and effective manner.

Also, CCMs must have effective and efficient Secretariats to support all CCM activities. CCM secretariats should again have a comprehensive operational workplans and budgets structured along the 5 core functions on CCMs mentioned above.

Unfortunately some CCM workplans do not follow this or workplan activities may not reflect the core functions. The CCM workplans and budgets is the guiding tool for CCM activities and deliverables. The workplans can be used to measure the effectiveness and overall performance of CCMs.

Remember CCMs may have committees, portfolios managers or technical structures responsible for spearheading the activities of each function but these structures can only function well if they are supported by effective and efficient financed technical secretariats.

CCM Structure

Many CCMs have evolved over time in order to meet these demands in their local context. This not only means that management styles differ widely across the spectrum, but also the structure of the CCM as it strives to effectively manage grants, and promote valuable participation from all constituencies represented. As a result, many CCMs have established secretariats either within the Principal Recipient, National AIDS Authorities or have created completely independent secretariats

Q. What difference do you think this makes or can make in the way a CCM functions? If your CCM has a secretariat, what lessons can you share with other forum participants?
