The Country Coordination Mechanism (CCM) is central to the Global Funds commitment to local ownership and participatory decision-making. These country-level partnerships develop and submit grant proposals to the Global Fund based on priority needs at the national level. After grant approval, they oversee progress during implementation. The CCMs include representatives from both the public and private sectors, including governments, multilateral or bilateral agencies, non-governmental organizations, academic institutions, private businesses and people living with the diseases.
Speaking about the GFATM and India at a meeting with the civil society CCM members in 2004, Dr Richard Feacham, executive director of the Global Fund, said that the Indian CCM has taken a significant step forward in terms of its membership, but still had some distance to travel - it was not the best or worst in the world. Further explaining the role of the GFTAM he mentioned that the GFATM was designed to maximize and facilitate involvement of non-governmental sectors. Dr Feacham noted that though the CCM started out being government-dominated in India, at the present time there is more pluralism and representation of other voices.
