We encourage members to comment on the information given, especially those living/working in the countries in question. Do these figures reflect the reality on the ground accurately? If so, what are the reasons behind the Funds less-than-stellar performance when it comes to providing ARVs for people who need them? Lets discuss. It would be interesting for me to receive feedback from readers as to their interpretation of this table, and its significance in relation to setting of activist priorities. We have heard a lot about "fund the Fund" and many other issues, but this issue, as I have tried to illustrate it here, is not issue that is raised as much as it should be.
The Global Fund indicates that it has 130,000 people on treatment world wide through its projects, but it is very hard to figure out "where" these people are. The GFATM should be asked to be provide a country by country breakdown for this figure, so that follow-up could be done where it is needed.
The table is as accurate as possible using available information, but obviously is not a politically neutral document, as such.

**As to the number of people who are receiving treatment with GFATM funds, in several of the countries in this table it is impossible for us to know.
The Global Fund would have to provide this information. However, where a "0" appears in the table this is an accurate number because Agua Buena works in this country, and has been able to determine if people are receiving treatment from GFATM funds or not. The fact that a given amount of money has been approved for an HIV project by the GFATM, does not imply that this money has been designated for treatment of PLWA. The Global Fund recently claimed that there are 130,000 people in treatment in its projects, but did not provide a country by country breakdown.
All of these projects are HIV/AIDS projects, TB and Malaria grants are not included.
The number of AIDS deaths since the project began was computed in the following way. The estimated number of deaths for the listed countries for the year 2003 was used, then divided by 12 and multiplied by the number of months since the project was approved. The main source for the 2003 estimates was WHO (http://www.who.int/GlobalAtlas/) and also PAHO "Fact Sheets. For Guatemala and the Dominican Republic the source was the "CIA World Fact Book"
Obviously the number of deaths could have been greater or less in 2002 and
2004 but these are estimates.
The table shows that in these particular GFATM, 1,770,875 people have died
Of AIDS in these countries since these particular projects were approved.
This table accounts for$1.4 billion of Global Fund grants approved out the total of $3.1 billion that the Fund has approved in total to date. The countries listed account for 2 million PLWA who need treatment now, according to latest information released by WHO. The table indicates that of this particular $1.4 billion available for HIV grants, 5% has been distributed to date. All projects listed in the table were approved least 9 months ago, but the range is from 9 to 34 months.
