While I agree that Global Fund should offer a definition [for poor implementation of a project], we should not necessarily wait for them to define it. We can determine our own definition based on the experiences we have in development work and suggest that to Global Fund. The important issue here is not the definition of the terminologies, the issue is our understanding, appreciation and of good implementation based on beneficiaries perception, and backed up by our professional experience and traditional knowledge.
Perhaps it is time Global Fund, moved from office experience to the real world, where the people understand and appreciate their challenges in real terms and not according to definitions on paper.
