About the two conferences
The 12th International Conference for People Living with HIV/AIDS and the 7th International Conference on Home and Community Care for People Living with HIV/AIDS will not be in November as previously announced. The Combined Conference Event will take place in Lima, Peru, October 9-13, 2005.
The Global Network of People Living with HIV/AIDS (GNP+) has hosted the International Conferences for People Living with HIV/AIDS (PLWHA) since their inception in 1987. The International Conferences for People Living with HIV/AIDS are the only meetings in which the global community of people living with HIV/AIDS completely sets the agenda.
The International Conference on Home and Community Care for People Living with HIV/AIDS (HCC) focuses on long neglected issues regarding community and home-based care, and they bring together people working at community and grassroots levels who would perhaps otherwise have little opportunity to share and learn beyond their borders. The International Conferences on Home and Community Care for People Living with HIV/AIDS are key platforms for studying and debating biomedical and operational research findings, as well as for learning how to implement and scale-up new interventions.
Who is the "Living with HIV Partnership"?
People living with HIV/AIDS, their families and communities are at the heart of the response to the pandemic: educating themselves, caring for themselves and advocating for the care and human rights of HIV+ people and their communities. In the context of that reality, a new consortium of organisations committed to the empowerment, care, and support of people living with HIV/AIDS and their communities was brought into existence. This group, called "the Living with HIV Partnership", consists of GNP+, the International Community of Women Living with HIV/AIDS (ICW), the International Council of AIDS Service Organisations (ICASO), the International Federation of Red Cross and Red Crescent Societies (IFRC), the United Nations Joint Programme on HIV/AIDS (UNAIDS), and the World Health Organisation (WHO).
2005, a critical year
Communities, national governments, donors and international agencies have aligned themselves on providing anti-retroviral therapy. The end of 2005 will mark an opportunity for people living with HIV and their communities to measure progress, not only on the WHO target of treating three million people by 2005 in the developing world, but also on whether and how states have responded to the HIV pandemic in light of the Declaration of Commitment of the 2001 United Nations General Assembly Special Session (UNGASS) on HIV/AIDS
Local organisers
The combined conference event will take place in Lima, Peru, under the local direction of the Peruvian National Co-ordination of People Living with HIV/AIDS and its national partners, including the Peruvian Ministry of Health. This will be the first global AIDS event to be held in the Andean region.
CALL FOR CONFERENCE PROGRAMME COMMITTEE MEMBERS
In January 2005, the Conference Organising Committee met in Lima and decided the key aims for the conferences:
* Increase PLWHAS additional skills to manage their disease (from clinical to advocacy)
* Provide spaces for reflections on the relationship between donors, government, care providers and PLWHAS.
* Enhance the skills for care givers and PLWHAS to work together on the ground.
* Bringing forward issues related with women living with HIV/AIDS.
* Raise the dialogue within the region (Latin America) and the global community.
* Share experiences, skills and knowledge regionally and globally.
* Improve the capacity of the region on HCC.
Three tracks were suggested by the COC: 1) Access; 2) HCC; 3) Stigma, Discrimination and Human Rights and there will be cross-cutting issues such as gender, leadership, empowerment, etc. Both events (PLWHA & HCC) will be integrated in one main programme. A PLWHA pre-conference will take place on the 9th and 10th of October.
The conference organisers call for candidates to contribute in the Conference Programme Committee (CPC). People and organisations across the world are welcome to nominate representatives to serve in this committee.
The aim of the CPC is to support the COC and Local Organising Committee (LOC) putting together a comprehensive PLWHA&HCC international conference programme. Its expects to have a committee of approximately 12 to 15 members with a good representation of regions, gender and HIV status. CPC members are expected to contribute via email during approximately six months before the conference and most of the members will attend a Conference Programme Meeting (marathon) mid-July 2005 in Lima Peru. The language of the CPC will be English and simultaneous translation into Spanish and French will be provided for the above mentioned meeting.
CPC members TOR:
Aim: Support the conference organisers to develop the conference programme.
The CPC members will contribute in the development of the conference programme ensuring a good representation of issues, organisations and people related to PLWHA and HCC:
* Reviewing the conference themes.
* Identifying categories for each track.
* Reviewing the "abstracts" submission forms.
* Suggesting ways for better promote the conference programme.
* Reviewing and scoring on-line abstracts for oral and workshop sessions.
* Participating in the CPC meeting in July in Lima.
The International HIV/AIDS Alliance agreed to support the conference in the setting up of the CPC. The COC envisaged bringing a CPC coordinator or request one or two CPC members to chair and coordinate this committee. For any queries do not hesitate to contact us or any of the COC members.

Process:
The Lima 2005 COC will review the applications to ensure a balance and diverse representation of background and experiences. We'll inform the
composition of the CPC before march 10 and start a discussion forum with member immediately.
