GFATM Partnership Forum consultations where are we? HDN Moderation Team *******************
Dear forum members
Since its launch in March 2004, the Global Fund Partnership Forum (PF) has solicited key stakeholder views and feedback about the current status of the Global Fund (GF) through three processes:
Bangkok Partnership Forum meeting: Four hundred delegates took part in the first Partnership Forum in Bangkok, 7-8 July 2004, at the United Nations Conference Centre;
PartnersGF eForum: Almost one thousand people have participated in the on-line discussion forum since it began in March 2004;
Regional consultations: There were also a series of regional consultation meetings convened over the past six months. More than 300 stakeholders attended the six regional consultations.
These opportunities for broader consultation with key GF stakeholders overlapped with one another a lot in terms of focus and content, but were unfortunately organised separately from one another, which meant that the overall consultation process was not as effective as it could have been.
Several features of the overall consultations were consistent, however, with the GF's intention to "do things differently":
a) Consultations were endorsed by senior GF officials during the launch of the Partnership Forum:
"We are optimistic that a combination of online discussions and formal meetings provides a dual opportunity to communicate ideas and suggestions about how to improve the Global Fund at all levels." (Taken from statement released by Tommy Thompson, Helene Gayle and Richard Feachem in March 2004).
b) Participants' expectations about follow-up were kept realistic by explicit statements about what would be done with the inputs generated:
"Our commitment is to use your wisdom to the best of our abilities, and to respect fully the formal position and principles of the Partnership Forum. In doing so, we recognize that transparent and frank discussion is key." (ibid)
c) There was a focus on future action and how the GF could be improved.
d) Short reports and draft recommendations have been distributed publicly, inviting corrections and omissions.
Now the duty lies with GF to consider the resulting reports and recommendations, act accordingly, and give further feedback to key stakeholders on which points have been accepted and which have notand why.
One of the best opportunities for this to happen is the forthcoming GF Board meeting, to be held in Arusha, Tanzania, in November 2004. But the window of opportunity to revise/consolidate the various recommendations is short apparently GF Board Committees require specific inputs by early next month (September) if they are to be fully integrated into pre-meeting deliberations.
In support of this process over the next few weeks, the PartnersGF eForum will share with you the current draft documents and recommendations, and will attempt to identify and highlight common features among the different documents. You are invited to share your comments and feedback before feedback and recommendations are finalised for submission to the various GF Committees.
PartnersGF will focus mainly on two sets of documents, as follows:
1. Partnership Forum Meeting report: *****************************
An independent consultant (Jeff O'Malley) was contracted by the Fund to act as lead facilitator for the Partnership Forum meeting in Bangkok. Although under contract to the Fund, this consultant was given full operational independence to shape the Forum's agenda; design a facilitation strategy; invite a team of independent and volunteer speakers, facilitators and rapporteurs; and to prepare an "official" report.
The 13-page draft Partnership Forum Meeting Report and Recommendations will be distributed in short sections through the PartnersGF eForum over the next few days, and is available in full on the Global Fund website (www.theglobalfund.org) for review and comments until August 31, 2004.

All feedback submitted to PartnersGF will be forwarded to the GF for attention. If you would also like to submit your reactions to the report directly, please forward them to partnership.forum@theglobalfund.org
Feedback received by the GF will be synthesized for review by the Partnership Forum Steering Committee of the Global Fund Board.

2. PartnersGF CCM discussion Report and Recommendations: *****************
A summary report and set of recommendations were drafted (by HDN) and shared with the eForum in late June, based on conclusions of the first PartnersGF discussion on CCM mechanisms. This report and recommendations were submitted to the Global Fund Secretariat just before their June 2004 Board meeting, and were made available in English, Spanish, Russian and Thai languages to participants in the Bangkok Partnership Forum meeting. They have also been (recently) submitted for inclusion in the GF website.

Over the coming weeks, as our feedback and recommendations are considered by the appropriate committees of the Global Fund Board, progress on specific recommendations will be tracked on this eForum and on the relevant section of the Global Fund web site. We also hope to receive input and feedback from relevant Global Fund officers, as well as civil society-related delegations to the GF Board.
