Has India begun to disburse any of its Global Fund money, from its contract which was signed several months ago?
Have any medications been purchased?
Bureaucrats or "development professional," the CCM needs to be run by competent individuals capable of getting the job done. But in most cases, government bureaucrats are from the elite classes and don't see any urgency to disburse funds for procurement of medications. If they are sick, they have plenty of money to buy their own medications, and those who are poor are simply not a priority for them. The Global Fund Board, which sets policies that impact on in-country CCM functioning, has yet to figure this out.

Dear Forum,
For countries like India having varied social, economical and geographical state and also which is multi-cultural, we need to have sub-CCMs for facilitating the whole process.
Now that we are onto 5th round and we have never had a chance to try and have access over this Global Fund. Although we did hear about it every now and then, the announcement for submission of proposals always comes at the nick of the hour.
There should be also more representations from the communities and NGOs side.

I very much agree with Dr. Trivedi of India.
You know having a plain bureaucrat chairing a committee such the GFATM CCM is a nonsense because they are not well immersed into the issues out there in the filed. They just rely on the feedback of their subordinates and most importantly is that most of these bureaucrats are theoretical people
