I believe Global Fund should negotiate in order to achieve better prices and centralized services for the procurement of drugs and laboratory equipment through NGOs and other civil society organizations.

It would appear that the focus of GF activiites vis a vis the private sector and civil society has been primarily on global advocacy e.g. to support the work of the Fund e.g. increase funding available via the Fund and/or advocate for specific issues to be addressed e.g. orphans and vulnerble youth...In the future, the GF may also wish to consider broadening its agenda vis a vis civil society and the private sector, with a particular focus on country/local level... and identify ways and means of encouraging country/local level partnerships between civil society, private sector and government. In all too many countries, the mechanisms, capacities and funding support for more effective interaction and action amongst these groups are not well established or lacking altogether. Collaboration and coordination amongst all key stakeholders, in particular at the local level, is essential for more effective and sustained action. It is at the local level, where the brunt of the impact of illness is felt and where coordinated and sustained investment is needed. For example, the Three Ones principles need to be translated into concrete practices on the ground.

I would suggest that the global fund do something to involve other stake holders that some communities depend on a lot. In this case I am specifically referring to the involvement of traditional healers in the fight against HIV/AIDS. Traditional healers can play a major role especially if they can be empowered with training.

I would also like to see the global fund working with private sector in ensuring the implementation of HIV/AIDS programmes in the Workplace. More focus should also be put on training programmes, try to improve the existing programmes.

I think the Private sector could also work with the Global fund in identifying latest technologies to use in project implementation, and in its day –to day administration in order to streamline working processes and assist in workload management. The Global fund, being a leading financing mechanism and a public private partnership should find ways to attract private sector entities as it has in such a short time with leading public sector organizations and governments.

Its efforts to woo the private sector should be international and even inside developing countries. A fair number of private sector companies operating in developing countries are either becoming or have been billion dollar companies. Global stock markets trade tens of billions or more each day. More private sector efforts will in a very short time create awareness, raise funds and ensure the Global fund’s sustainability. Alongside the Gates and other foundations, it should now target leading private sector companies that are known to donate high percentages of their incomes like Coca Cola, international and in-country commercial banks, Bristol Myers Squibb, Nationwide, Target, Safeway, Boeing, Best Buy, Caterpillar, Wal-Mart stores, Aetna, mobile telecommunications companies, mining companies, breweries, etc. and develop mutually beneficial products, programmes and investments. It should encourage credible NGOs to be its advocates inside developing countries, in negotiating with the private sector.

In addition to supporting groups that work with orphans and vulnerable children, I believe that The Global Fund must work with and encourage development of groups that fight violence against women and that teach men ways to deal with anger that are more productive.
