9. Each CCM should elect a Chair and a Vice Chair in accordance with the election procedures
determined by its members. It is recommended that CCMs elect a Chair and Vice Chair from
different sectors and that the CCM Chair and Vice Chair be from domestic entities. The election of
other officers and the development of the organizational structure should be at the discretion of
the CCM, considering the local context. CCMs should remain of a manageable size in order to
work and discharge responsibilities effectively. Each CCM should document its organizational
structure to ensure transparency.
It should be left to the discretion of each CCM to elect the chairperson. A single prescription like "A Senior Government Official can/cannot be the Chairperson of CCM" does not hold good for for all the countries. Some countries might function better with a senior government official being the chairperson and some countries may function better without the chairperson being a senior government official. Let the individual country teams decide for themselves who they want the chairperson to be. Generally speaking a chairperson of CCM should be somebody who is committed, dedicated and has the interests of his/her community at heart. Of course one should also ensure that he/she has time, capability and interest to dedicate to the work of being the chairperson.
