Re: CCM chairmanship

Regarding the issue who should be the chair of the CCM, ever been debated by the CCM members all over. If it is from one of the constituency groups fear has been expressed that it is going to be bias towards its own constituancy. On the other hand we have always been seeking committments and visible leadership from the govermnmet position. We have witnessed that wherevr Government sector leadership has been demonstrated program implementation and imapct has been positively visible. Therfeore my strong beleive is towards having the chair from the highlevel of the Government sector, so that government sector is pulled more effectively for its leadership, committments and positive attitude for at leas some yaer to come. Whereas the entire CCM should be able to play a greater role of guiding and  pressurising.

I think a high level bureaucrat from Ministry of Health is the suitable person to Chair the CCM.

 According to The Guidelines on the Purpose, Structure, Composition and Funding of Country Coordinating

Mechanisms and Requirements for Grant Eligibility.

Part 4: Structure

9. Each CCM should elect a Chair and a Vice Chair in accordance with the election procedures

determined by its members. It is recommended that CCMs elect a Chair and Vice Chair from

different sectors and that the CCM Chair and Vice Chair be from domestic entities. The election of

other officers and the development of the organizational structure should be at the discretion of

the CCM, considering the local context. CCMs should remain of a manageable size in order to

work and discharge responsibilities effectively. Each CCM should document its organizational

structure to ensure transparency. 

It should be left to the discretion of each CCM to elect the chairperson. A single prescription like "A Senior Government Official can/cannot be the Chairperson of CCM" does not hold good for for all the countries. Some countries might function better with a senior government official being the chairperson and some countries may function better without the chairperson being a senior government official. Let the individual country teams decide for themselves who they want the chairperson to be. Generally speaking a chairperson of CCM should be somebody who is committed, dedicated and has the interests of his/her community at heart. Of course one should also ensure that he/she has time, capability and interest to dedicate to the work of being the chairperson.

A ranking criteria should be established with respect to 'qualifications' and or qualities of a most suitable Chairperson for each CCM as required by the members. As long as the CCM is appropriately constituted, inclusive of all stakeholders as defined in Global Fund Guidelines on CCMs; and have in addition documented Office bearer selection procedures in place, it is inevitable the most effective chairperson from amongst the voting members irrespective of whether they are from Government or not should and will lead the CCM. While it is important to have high ranking government representation within the CCM, and as a voting member it is not essential for the official to hold the Chair.

CCM chairmanship

We would like to invite all members of the MyGlobalFund community to provide their opinions and ideas on the following question regarding the chairmanship of the CCM:

The chair of the CCM should be represented by a high level government position. Do you think this is the best way to run a CCM?  Which constituency groups or sectors do you think would make the most effective chairperson of a CCM?
