In existing CCM models in various regions & countries, an effective CCM should have qualitative performance standards. CCM members should have personal effectiveness in addressing community system strengthening (i.e. detecting needs & requests of an affected population). Qualitative criteria for gender fact sheet, grant consolidation sheet, could be useful in periodical review of CSS.
Qualitative standard & criteria could define grassroot solutions, sector wide approaches, by obtaining needed information, request response & CCM members observation.These qualitative standards could be useful in procurement of GF products & services, policies, pricing, extra-ordinary expenses support, restricted financial contribution, performance, supply management & quality assurance. Qualitative standards should be designed to measure the performance of CCM member activity within CCM in order to improve their role & skills in balanced structure of CCM.

According to an income portfolio, well performing CCM should have cost sharing proportion & cost sharing eligibility standards & criteria. OECD (i.e. organisation for economic co-operation& development), DAC (development assistance committee), ODA (official development assistance) could enhance effectiveness & performance of CCM in project-grant agreement & implementation. OECD could define predictability of technical assistance budget, financial sustainability & reference to the specific intervention in prevention of diseases on the social & economical fronts within CCM.
According to country proposal objectives, well performing CCM could consider innovative financing team (IFT) for external relationship, demand specification, distribution of funding, expenditure, objectives, & make available additional financial resources.

The activities of the CCM have to be accordance with the global fund’s guidelines and assist to the CSO for preparation of the proposal. It should be clear polices to release the financial requirements to the PRs/Sub PRs etc. and evaluation of the programme implementations.
The CCM should link the CSOs with the global funds secretariat for fighting for the three disease HIV/AIDS, TB and malaria. Accounting and delivery mechanisms of the CCM must be a transparent.
CCM should not far our to any individual or NGOs or CSOs is implementation of the GF programme.
Representation of the CCM from the different parts of the country during implanting the GF programme, CCM have to consult with the implementing agency for successful and result oriented.
CCM members are to be well experience and experts in the task they dedicate to fight against HIV/AIDS, TB and malaria with expect any thing from this novel task.

Well performing CCM should have performance standards ( i.e. CCM members GF addressing & participation analysis are necessary to determine specific member CCM objective & responsibility), these standards should be formulated for measuring CCM member performance of activity & according to GF guidelines, country's CCM considers most vital for project & implementation.
Quantitative performance & qualitative performance standards are used to gauge the extent of achievement GF general & demand specific objectives in countries. The quantitative standards should be GF products & service oriented in less GDP & less health infrastructure countries.
In well defined CCM, budgetary allocation should be quantitative standards oriented & define nature & desired level of performance. These standards & criteria could stimulate good performance within CCM, clarity of performance aspects within CCM could measure effective CCM e.g. these performance standards could be useful in the American & African regions (project selection & CCM performance).

According to GF program guidelines, funds disbursement should be done quarterly in a year & according to project-grant agreement period. This process requires a composite of several members performance measure as support. Performance budgeting could be consider in well performing CCM i.e. performance budgeting should be based upon satisfactory performance, cost consideration with program implementation, CSS strengthening related to financial measures with meaningful explanation of changes & deviation from projected country's CCM objectives. In well performing CCM, CSS strengthening measurement could give predictability for budget & resources mobilization. Well performing CCM could consider future GF activity for right project selection, on the basis of past performance evaluation or satisfactory performance. e. appropriate cost consideration of a project, budgetary allocation, & perception of transparency.

This is a positive initiative from the GFATM.
Whilst the CCM Performance Framework is critical to internal discussion, including its adherence to GFATM guidelines, civil society inclusion etc, I'd encourage consideration of how the CCM performs in relation to wider initiatives at country-level. For instance, ongoing activities related to:
- Health Sector Coordination Mechanisms involving Cooperating/Development Partners
- Sector Wide Approach / Budget Support forums
- The International Health Partnership+
- PEPFAR Partnership Frameworks (new 5-year bilateral agreements resulting from the PEPFAR Reauthorisation)
A CCM that operates in isolation from the above or creates/encourages parallel processes is detracting from the country-level harmonisation and alignment agenda. Much as the "IHP+ Results" initiative is developing 'Score Cards' for partner performance (see www.ihpresults.net) the GFATM may wish to extend its audit function to identify overall performance against coordination criteria in line with the Paris/Accra H&A principles.
In addition, just as the OECD is developing the concept of 'health as a tracer sector' can CCM's be measured against a 'tracer' such as compatability with the six building blocks of Health Systems Strengthening, or one of them in particular - i.e. Human Resources for Health.
An "HRH-friendly" ranking system could be developed based on the emerging evidence of best-practices. Country proposals and implementation arrangements could then be assessed for their positive association with the emerging evidence. An initial outline to develop an "HRH-friendly" framework is currently under discussion. This could also be useful for the Technical Review Panel in anticipation of the review of Round 9 applications/proposals.

- Activities and financials must be directed according to the project plans which achieve the goals and objectives and meet the needs;
- Proposals and reports should be done in a transparent way, with effective involvement and participation of all key members;
- All members of the global fund applications must participate in implementing, following up and evaluating the activities;
- All partners must be brought under one address for mutual benefits

For me a well performing CCM should have the following characteristcs:
- Accountability - to both the GFATM and country. Proposals and reports should be done in a transparent manner, with meaningful involvement and particiaption of all key stakeholders;
- Transparency - national counterparts and the general public should know what the CCM is doing and how;
- Delivery of programmes and finances -- if the money is not moving yet there are glaring and urgent needs in a country, then the CCM has serious challenges;
- Representation and meaningful participation of people living with the three diseases and other key population groups like sexual minorities, CSO, etc.

Performance of well defined CCM could be evaluated, on the basis of CCM process acceptance transparency & mechanism participation by implementing partners. All CCM participation & non CCM linkage should accept & implement CCM process including proposal development by CCM members & non CCM members. These processes should be GF objective oriented & aligned with governance & national strategies.
Well performing CCM should have flexible provision for participation of NGO/stakeholders within CCM for necessary capacity building i.e. CSS strengthening, accessibility of the constitution in govt. inability, inclusive proposal development from various sections of civil-society & consultation.
Performance of CCM could be measured by presentation of CCM, including national consensus, objectives, general equilibrium analysis, contribution from govt., demand specification, technical review proposal.

Dear e-forum friends,
The CCM have to accomplish with nation health program implementation schedules, there should not be any duplication/overlapping of services render to the target groups, at the same time, the CCM should not be a unique in nature but their activities have to be a multi dimension views.
CCM’s procedures and all activities must be a transparent.
CCM have a goal to achieve with framed schedule as per the global funds objectivities and implementation process.
CCM have to establish monitoring & evaluating indicators initially before the implementing the programmes as a transparent to the partners of my global fund programmes the CCM have to give equal representation to affected population and gender equality.
CCM have to communicate frequent/oftenly to the partners to know about the progress o the implementation of the programme. CCM have to motivate positively all the partners of GF.
The CCM have to be a magnanimous in view, confident in achieving the goals set and reach the expected results with the GF partners.

Well performing CCM should be composite of an impartial bureaucracy which could favour open, easy & transparent process for program & implementation & consider all civil-society/community/groups requests in proposal development.
Well performing CCM should contain relevant information flow for all components in CCM & linkage with understanding of GF grant opportunity. Structural hierarchy should be based on regular contact, quicker time framework,performace appraisal for inclusive proposal development process in well performing CCM .Country's available communication & relevant information management should be accessible to all sectors & all components within CCM. These processes could ease decision making for various participating organisation./council/ mechanism/sectors addressing GF program.

Inclusive proposal including grassroots organisation/NGO representation for proposal development, needs of different sectors/CBO should be consulted, timely development of proposal including various consultation/sectors with technical review proposal, minimum eligibility experience in specific mechanism participation could be considered as well performing CCM.
Characteristics of well performing CCM should consists of transparent methods & an impartial panel could eliminate socio-economical hindrances, human biases responsible for ineffective representation of CBO/NGO/FBO/affected population. Well performing CCM could give all answer & accountable for civil-society & community requests on the basis of capacity building, practices & participation in all stages of GF program/project selection/implementation. Well performing CCM should have provision of mechanism support to unorganised sectors/small organisation/affected population without social representation & rural community.

Well performing CCM should have performance appraisal methods for all participating members in GF program implementation. Along with CCM minimum eligibility requirement, formal performance appraisal could enhance CCM systematic & objectivity aspects in GF program, this method could give accurate & corrective measurement in potential conflict of interest, same entity, incompetence, partial political interest/pressures/political corruption for fund diversion in long term program.
Well defined country's CCM should have performance appraisal criteria i.e.monetary provisions for all stakeholders & formal & informal affiliated members, tenure & promotion provision within CCM, an appropriate training & development program for CCM members & participating mechanism/council/organisation.Performance of well defined CCM could be evaluated by achievement of GF objective in countries by contribution of formal & informal members of country's CCM.
For less tenure membership & temporary member, joint process with union govt/ state govt/ministries in country's CCM could give better results & multisector inclusiveness in well performing CCM.

In grant implementation, well resourced country's CCM should identify problems at all levels (i.e. from national level to grassroot level). Balanced technical informative, communicative, participation from various representation in CCM, specific projects chosen & implementation could be considered as well performing CCM.
CCM governance & technical manual should describe roles & responsibility of various sector/ministry/govt.dept/members in GF implementation. Well performing CCM should have process or mechanism which could identify problems in grant implementation & develop relevant information sharing for capacity building between implementers.
Well resourced CCM should have flexible procedures for changing socio-economical & environmental factors responsible for specific diseases in countries. Well performing CCM should have mechanism for prevention of procrastinate in fund transfer/distribution for effective implementation.

Performance of CCM could be measured by all stakeholders involvement performance, national resources mobilization for addressing GF mechanism. Financial sustainability & resources capacity of country's CCM could enhance performance at all levels in mechanism. All levels of CCM & various national co-ordination mechanism should consider deliberation of the country's CCM.
In implementation of GF program, well performing CCM should not be forfeited but flexible in participation with other stakeholders/councils/mechanism. PR & OPR functioning should implement on prescribed GF principles. This implementation could be considered as consistent CCM with country's constitutional health program. If country's national strategies associated & aligned with CSS then well performing CCM should ensure consistency between prescribed GF principles & country's strategies for socio-economical issues.
