The following are some of the characteristics of a well performing CCM ;

(1) The CCM  must not be monopolized .

(2) It  must be transparent.

(3)There must be accountability.

(4) It must be accessible to all.

(5)It must not be gender discriminatory.

(6) It must be goal oriented.

Good performance of the CCM can be assessed by the following;

(1) The percentage ot the target population reached.

(2) There must be definite methods of implimentation of programmes designed and developed by PR and SR in reaching the target population.

(3) Dependable and good sources of of data for statistical analysis of performance.

(4) There must be NGOs serving as PR and SR in various states.

If the Fund wants to succeed, above facts should not be ignored. The Fund should not release funds to countries and go to sleep believing all is well. The level of monopololy that is going on at CCM  by the authority of some countries is better seen than imagine,and needless  discussing it here, this makes  even submission of proposal by  NGOs impossible. 

Developing a CCM performance frame work, The CCM, have to abide and follow up the following steps to implement the my global fund’s programme 

• CCM have to organize all the partners of the my global fund-applications;
• CCM have to scrutinize all applications without any hesitation and favors,
• CCM have to bring the partners under one umbrella for mutual benefits;
• CCM have to redress all problems with in the my global fund’s partners;
• CCM have to set a terms & conditions as replicated to the my global fund for successful implementation of the programme;
• CCM have a practice of flexible in nature for sanctioning and implementation of the global fund’s programme;
• The CCM member have a broad mind and unique motto to implement the programme;
• The CCM member is to be a dedicated, Non-Profit, and flexible to other partners.

The well performing CCM first and foremost must have a nationwide approach and must consider the involvement of all citizens in the fight and total reduction of Malaria, HIV and Tuberculosis.

The way of how to measure the good performance of the CCM is by considering the CCM participation, the guidelines they use, and nation wide population participation  in the fight against Malaria, HIV -AIDS and Tuberculosis. The standing guidelines of the CCM bears a big role and also draws / forces the whole country to be party in the fight against Malaria, HIV and Tuberculosis, Having standing guidelines which allows every citizen to play a role in the fight against the Malaria, HIV-AIDS and Tuberculosis  contributes to over 75% of the nations population to the extreme lower percentage of the victims.

The biggest and widest cause of the rising number of the victims is ignorance and being left behind in the national forums.
