The question raised interms of conflict of interst basically could arise from different reasons the major being resource allocation,program approval and implementation as well the involvment of the beneficiaries.
As i have detailly learned the case of Ethiopia eventhough the CCM is with well founded representation from bilteral/multilateral organizations(5) NGOs (2 including interfaith group),one from HIV/AIDS victims while the others are more or less government representatives, that is either from the Federal Ministry of Health and the hand picked and orchestrated association which are formed by the will of the ruling party.
Saying the above basic reality when one examine the fund allocation, one can raise the question could a problem of conflict of interst arise as to the fund allocation in Ethiopia? As i see it i do not guess that there will be conflicts of interst due to the following reasons
1. The lion share of the fund flows to the federal ministry of health so there is a free riding room to manovour which only needs the approval of the CCM which is likely for a country too much in the plate (since 1,2,4,5,6 and part of 7 goes to this ministry)
2. Eventhough the allocation made to interfaith and people with HIV/AIDS is a peanut there one can see also the exectution looks like a tied hand and foot movement.
But even one can not see conflict of interst does not mean the implementation is efficient and reached the beneficiaries and this needs a systematic guideline to evaluate the performance as well to avail other partners which can contract out some of the activities because as i indicated in other issue the governments organizational structure is thick at the top and lean at the bottom.
Here we are dealing with detail activities not only policy matter which needs well profounded dedication and committment not propoganda works.
