Re: Status and Application Process for Regional Organisations

Organizations such as
ECSA-HC are able to apply to secure funding from the Global Fund, under the
“Regional Organization” category of eligible applicants. The Global Fund
currently invites proposals under a “rounds” system, and Round 8 is presently
open. All the documents relevant to prepare a Round 8 regional proposal are
available at: http://www.theglobalfund.org/en/apply/call8/multiple/. Importantly, the closing date is 1 July 2008 (with, possibly, a further Round
being called later this year).
Because our focus is on
country led/supported solutions, we use “Country Coordinating Mechanisms” (CCMs)
as the coordinating partner through which Regional Organization proposals should
be endorsed. That is, once a proposal is developed by the Regional
Organization, it should be submitted to the CCM of each country affected by the
regional proposal for endorsement – first to ensure that the response is
appropriate for the countries, and secondly, to avoid duplication with
nationally planned responses.
As the Global Fund’s
mandate falls squarely on supporting country efforts to scale up prevention,
treatment, and care and support responses to HIV, tuberculosis and malaria, it
is necessary that the funding request details a specific disease (or diseases).
How this is done is explained in the Round 8 “Guidelines for Proposals” also
available in the link above.

Status and Application Process for Regional Organisations
I wish to check if it is possible for a regional organisation like the East, Central and Southern Africa Health Community (ECSA-HC) to apply for funding without detailing about a specific disease since its comparative advantage and thrust is in Policy, planning and guidance on implementation e.g what can be done to scale up the regional response without actually doing the work for its member states. The guidelines suggest getting endorsement of country CCMs. Is it not enough to get minutes of the Health Ministers Conference and the strategic plan as evidence of the desire by the member states to get the communicable diseases on the agenda for more action?
