    The information to be provided in the table in section 4.4 is information at the program area (or, using terms in the M&E Toolkit, « service delivery area ») level.

    Thus, in your example below, it would be interventions or “lines of work” that should be listed in this table – only if they will also be included in the “Performance Framework” (ie “Attachment A”) to the completed proposal.  This is because the table in section 4.4 contains only a selection of all the other indicators/interventions that are to be included in the Performance Framework.

    Priorities

    I'm helping Mexico's CCM to develop the country proposal. We have already identified weaknesses and needs, as well as primary objectives and strategies for the following five years. I find it easy to insert them in the performance framework but I’m having some trouble imagining how to fill the “Round 8 Priorities” table. I don’t know what is more appropriate to include there, goals and objectives, the identified lines of work or something else.
    For example, we identified, that the primary goals for Mexico should be:
     
    1. Decrease incidence of HIV/AIDS among MSM (transsexuals, MSW, and other relevant subgroups) and IDU (resulting in lower prevalence rates in the long term)
     
    2. Decrease prevalence of STDs among MSM and IDU
     
    3. Increase healthier and safer practices among MSM and IDU (condom use, visits to health facilities, periodic testing, use of sterile needles, etc.)
     
    4. Increase coverage and quality of prevention services for MSM & IDU (Including STD treatment & sex-ed programs) 5. Be more effective in the coordination and implementation of the National Response, make better informed decisions.
     
    And to those ends, we identified the following lines of work (or interventions):
     
    1. Increase coverage and quality of governmental and community prevention services targeting MSM, IDU (rapid tests, free condoms, information, STD treatment, and sexual education programs).
     
    2. Increase availability of low cost condoms (scale up social marketing of condoms).
     
    3. Decrease stigma and discrimination (S&D) against MSM, IDU and PLHA in key institutions and the community.
     
    4. Strengthen NGOs working on MSM & IDU at the state level.
     
    5. Increase coordination among institutions and sectors; reduce overlapping, inefficiency and corruption.
     
    6. Strengthen the National Monitoring System, including monitoring of civil society interventions, information on behaviors and serology of key population groups and community monitoring of governmental services.
     
    Each of these lines of work include several activities or interventions; for example, to increase coverage and quality of governmental and community prevention services targeting MSM, IDU there are actions to scale up methadone clinics, or the outreach of public health facilities to reach vulnerable groups.
     
    So, my question is what should be the priorities included in table 4.4: what we identified as goals, our lines of work, or the more specific interventions?
