e-Forum 2008: Discussions that impact on Global Fund strategy and policies

Discussions in the e-Forum 2008 have been active for a month, and we would like to bring you an update on the recommendations that we have received on the theme of gender. You can find the summaries of ideas for each of the weekly topics by clicking on the links below:

Þ      Week 1: The role of the Global Fund to better support gender-sensitive program planning and implementation at the national level.

Þ      Week 2: Interventions that should be supported by the Global Fund to link HIV/AIDS with sexual and reproductive health.

Þ      Week 3: Data that should be provided to the Global Fund for monitoring and evaluation purposes.

Þ    Week 4: Interventions that are proven to be effective in improving sexual minorities’ access to health services.

This week discussions have begun on a new theme: Demand and the scale-up of programs. Increased efforts of countries and global partners in fighting HIV/AIDS, tuberculosis and malaria have saved, extended and improved the lives of many. However, many needs for prevention, treatment and care remain unmet.

The Global Fund is currently reviewing the way in which it works to facilitate high-quality programs that are more ambitious and scaled-up. You can help us with your contributions over the next four weeks to better understand the obstacles to scale-up, and to identify effective ways in which the Global Fund and other actors at the international and country level can help to overcome them. The question for this week is:

What factors in terms of capacity are preventing adequate scale-up to meet demand, and what could the Global Fund and/or its partners do to overcome them?

Your answer could include (but does not have to be limited to): challenges that countries face with their health systems/infrastructure, such as management and coordination of services; availability, skills and motivation of health workers; procurement and distribution systems. You may also want to provide suggestions on what the Global Fund and/or other partners could do to support long-term capacity development.
