    What could the Global Fund do to better support gender-sensitive program planning and implementation at the country level?

    English forum

    -          Change the definition of gender from the binary model male/female to a personal gender identification, and create indicators that allow to measure these categories. (post by Svetlana, Bosnia And Herzegowina). 

    -          Launch actions of community sensitization and mobilization in order to change the discriminatory ideals of the less educated society for the empowerment of women. (post by Husseindhdf, Pakistan). 

    -          Increase gender expertise within its bodies and structures andintegrate gender analysis throughout its operations;enhance civil society’s role in Global Fund governance to have full integration of gender differences within all sectors of the Global Fund.     -          Create gender policies that allow countries to adapt them nationally, but also regionally.(post by Dr. Pankajgupta, India).

    -         Not only define quantitative indicators for gender sensitive programming, but also qualitative ones in order to address the underlying socioeconomic and religious norms and practices that need to be changed in each country. This can be done by improving the GF gender fact sheet and encouraging the CCM to include issues that address the root cause of gender discrimination. TGF could also introduce a "gender-score" sheet to measure results (post by Amzad Ali, Bangladesh).

    -         Raise awareness on gender inequalities and discrimination and alert the general public about the AIDS epidemic in order to stop the spread of HIV/AIDS. (post by Hussainhdf, Pakistan).

    -         develop strategies and support activities that fight local policies and regulations that exploit women and girls sexually, exposing them to HIV/AIDS and other sexually transmitted diseases (STD); address issues related to referral systems between community-based health workers and qualified staff in order to effectively treat STDs; develop policies that ensure that appropriate drugs are used for treating STDs; include programs on reproductive and sexual health that address vulnerable men.     -         Include the correlation between gender violence and HIV incidence in its programs: women who are in violent relationships have a higher incidence of HIV (post by Lynn Thiesmeyer, Japan).

    -         Avoid a “one-size-fits-all” approach with regards to equality and gender awareness; continuously question and assess the system and its operations respect to gender; encourage the establishment of clear priorities to identify relevant gender information to be included in programming and planning discussions, disaggregate background data/situation analyses by age, sex and ethnic origin, and consult gender specialists and representatives of women at all levels throughout the process; encourage systematized advocacy to bring balance to issues of gender within the culture in question (post by B.     -          Raise awareness on gender issues and gender equality through communication and education programs, for example by ministries in charge of gender issues (post by Diaby Gassama, Mali), in all countries where women are marginalized (post by Reseauedda, Djibouti) and strengthen the advocacy and communication on gender issues among political, religious and community leaders.     -          Increase women’s participation at country level in strategy and project development on HIV/AIDS, tuberculosis and malaria (post by Stanli83, Cameroon). Assure equal representation of men and women in programmes funded by the Global Fund to set an example of good governance and management (post by Tambalou, Guinea).

     

    -          Modify guidelines and forms, and create a gender commission so that CCMs make sure that gender issues are taken into account within programs, and that women and girls are better represented (50%) within the CCM structure and other governing bodies (post by Tambalou, Guinea)

     

    -          Strengthen intervention capacities of NGOs and ministries in charge of gender issues (training, awareness-raising, providing heath services and equipment, etc.) (post by Tambalou, Guinea). 

    -          Support national policies that implement programs to fight against the priority diseases, rather than influencing these national programs; consider the roles that society has given to men and women and the relationships between the two (post by Agbofoun, Benin). 


    Spanish forum
     

    -          Improve the guidelines and forms for round 9 in regards to gender issues supporting communities of transsexuals from poor countries (post by Carlos A Gonzalez G, Colombia).

    -          Include not only transsexuals in the guidelines and forms for round 9 but also men that have sex with men (MsM) as they are being marginalized (post by Ninive Pelaez, Dominican Republic).

    -          Favor strategies that promote activities related to teaching and learning through theatrical productions, which can be translated into new skills and behaviors among young people (post by William Henry, Cribb Argentina).

    -          Give priority to women, adolescents, and transsexuals (post by Fredy Triminio, U.S.).
