I have the following two questions related to submitting regional proposals:
- The Regional Coordinating Mechanism (RCM) would like to submit two regional proposals, HIV/AIDS and malaria.
Can they submit 2 separate proposals or should they submit one proposal for the 2 components?
- For a regional proposal, does the proposal need to be "approved" by each country's CCM or can it just be approved by the RCM? In the case of the malaria proposal, the RCM has already been established and is working with the regional grant.
Answer: Enquiry related to submitting regional proposals
- Applicants can only submit one proposal that must comprise: only one version of the front page and eligibility sections (section 1 and 2) and one version of section 3 to 5 for each one of the disease applied for (i.e.: if they are applying for HIV and malaria, then it would be section 3 to 5 for HIV and section 3 to 5 for Malaria). In other words it is one single proposal with multiple components.
- Yes, regional proposals (from RCM or Regional Organization) must be endorsed by the CCM of each country targeted in the proposal. In the case of RCM, the proposals must be endorsed first by the RCM (using attachment C) and then by each country CCM (documented evidence of the endorsement by each country CCMs is required, usually a letter signed by the CCM chair or vice chair of each country endorsing the regional proposal and minutes of the meeting when the regional proposal was reviewed, discussed and endorsed by the CCM, must be attached as annexes to the proposal).
