CCM Armenia

The CCM Armenia was established on 26 April 2002; it is a partnership forum between the Government, civil society and international organizations, academic sector and people living with diseases, where non-governmental sector makes up 50% (Diagram setting out the interrelationships between all key actors in the country: http://www.armaids.am/CCM.html).

The CCM works according to its Regulations (http://www.armaids.am/Download%20Texts/CCM_Eng/CCM%20Regulations_eng.pdf) where the main goals of the CCM are stated: coordination of HIV/AIDS, TB and malaria-related activities implemented by governmental, nongovernmental and international organizations, as well as private sector and civil society; developing the HIV, TB and malaria preventive activities, forming multisectoral response; ensuring more wide participation of NGOs, people living with HIV, TB and malaria and people affected by the epidemic, community representatives, international organizations and private sector in HIV, TB and malaria prevention activities; considering information submitted by the Ministries, Governmental Departments and Regional Administrations on their response to HIV epidemic; carrying out monitoring and evaluation.

According to the National Programme on the Response to HIV Epidemic and to the National TB Control Programme in the Republic of Armenia approved by the Government of the Republic of Armenia, overall coordination of all activities envisaged by the programmes are carried out by the CCM. To provide technical support in practical issues related to the coordination of the response to the HIV epidemic and inter-programme coordination between HIV/AIDS and TB programmes CCM made a decision to form the CCM Working Group on HIV/AIDS and approve its Terms of Reference.

The goal of the Working Group on HIV/AIDS is to provide technical support to the CCM for optimal coordination of the national response to the HIV epidemic under the guidance of the CCM and the coordination of its Secretariat. The Working Group on HIV/AIDS includes 3 representatives from the governmental sector, 3 - from local non-governmental sector and 3 - from international organizations. All have relevant backgrounds and experience in the field of HIV/AIDS.

According to the CCM Regulations, the CCM meetings are held quarterly. From April 2002 to 31 December 2007 the CCM held 31 meetings and took 303 decisions. If needed, the meetings are held for special purposes or activities. During CCM meetings, CCM members elect a Chairman should the Chair and Deputy Chair not attend a CCM meeting. The CCM meeting decisions are valid only when meetings are attended by at least half of its members. The decisions are made by open vote by a simple majority of votes of those CCM members who are present at the meeting. If the votes are equally divided, the deciding vote belongs to the CCM Chair. The CCM Secretariat organizes on-going activities between CCM meetings, exercises control over the realization of the CCM decisions, coordinates preparatory work for the CCM meetings, prepares CCM meetings agendas in consultation with the PR and CCM members, as well as CCM meetings minutes. All CCM meetings are tape-recorded, and detailed minutes are taken with exact descriptions of what has been said and by whom. Minutes describe the agenda, process of discussion and decisions taken. The CCM Secretariat disseminates the final version of minutes, decisions and related documents among the CCM members. The CCM has a Conflict of Interests Strategy and a Procedure for including NGOs in the CCM.
